Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under FAR Part 13, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on WWW.SAM.GOV The RFQ number is N3225323MP14011. This solicitation documents and incorporates provisions and clauses in effect through FAC 2023-02 dtd 22 February 2023, and DFARS Publication Notice 20230322.� It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAVSUP Fleet Logistics Center Yokosuka, Site Marianas Contracting Office requests responses from qualified sources capable of providing wireless services for the Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY&IMF) � Guam Detachment. Base Year - CLIN 0001, Provide Wireless Device Services Period of Performance: 12 months after contract award (Target 01 June 2023 Start). All quotations shall be submitted to Willie Harris via email at willie.j.harris2.civ@us.navy.mil. All responsible sources may submit a quote which shall be considered by the agency. FAR 52.212-2, Evaluation - Commercial Items is applicable to this procurement. The Government will award to the responsible offeror whose quote offers the best value to the Government, price and non-price factors considered. In determining the best value to the Government, the combined non-cost/price factors are equally important to the cost/price factor. The offerors are advised that the quotation meeting the solicitation requirements with the lowest price may not be selected for award if award to a higher priced offeror is determined to be more advantageous to the Government. However, the perceived benefits of the higher priced quotation must merit the additional price. Factor 1: Technical The Government will evaluate the offeror�s quote to ensure technical capabilities as prescribed in the PWS.� A quote is unacceptable if it takes exception to the PWS.� Results of the Pre-Performance Site Visit shall also be taken into consideration. Factor 2: Price The offeror�s quote will be checked for mathematical correctness in all computations, making sure that all prices are summarized correctly to ensure completeness and accuracy. Changes to the evaluation quantities, blanks or zeros in the pricing columns, and/or mathematical mistakes are subject to clarification for confirmation of the offeror�s intent. These factors will be used to assess whether the quote is complete and accurate, and to minimize performance risk. The total contract price will be calculated by adding the totals of the per-month charges and other separately priced line items. Rating Methods: The Technical factor will be rated on an acceptable/unacceptable basis. In order to be considered acceptable, the quotation must meet the minimum country requirements for service(s), direct dialing, and automatic roaming. A quotation is unacceptable if it fails to meet the minimum country requirements for service(s), direct dialing, and automatic roaming.
