It is not to be construed as a commitment by the Government to procure any services, nor does USAGM intend to award a contract based on this request for information or otherwise pay for the information solicited. The U.S. Agency for Global Media (USAGM), Office of Technology, Services, and Innovation Broadcast Technologies Division, Engineering and Transmission Directorate (T/E/B) is seeking preliminary information, for market research purposes only, from capable and reliable sources who may be interested in submitting a proposal to provide generator repair, overhaul, rebuild and provide parts (lubricants, filters, belts, repair parts, coolants, consumable items, etc.) for USAGM owned diesel generators at various USAGM broadcast sites throughout Democratic Republic of the Congo. The purpose of this notice is to gain knowledge of potential local qualified businesses concerns, capable of performing Repair and Maintenance Services on diesel prime power electrical generators in Democratic Republic of the Congo. Since all of the work will be performed outside of the continental U.S., no set asides or socioeconomic preference of any sort will be granted. USAGM has a requirement for both field maintenance and sustainment of prime power, back-up power and spot power diesel generators throughout Democratic Republic of the Congo. Interested vendors must be capable of performing generator preventive maintenance services, fuel and coolant testing, top end and major overhauls in accordance with the specific generator manufacturer operations manual. USAGM has a fleet of 15kVA/25kVA diesel generators located at seven (7) locations throughout the country of Democratic Republic of the Congo: Lubumbashi, Goma, Kisangani, Bukava, Matadi, Kanango, and Mbuji Mayi. Interested companies must have the ability to identify and make recommendations on the type of power generation repair required and the ability to provide generator manufacturer approved lubricants, coolants, repair parts, belts, filters, and other required materials to each of the seven (7) USAGM transmitter sites in Democratic Republic of the Congo. USAGM is exploring the possibility of establishing contracts in Democratic Republic of the Congo for the following: Fixed-price Field Maintenance multiple award task order contract or one or more blanket purchase agreements Fixed- price Sustainment Maintenance contracts. The anticipated period of performance for each contract is a base period of 12 months with an option period of 12 months. Indefinite Delivery, Indefinite Quantity (IDIQ) / Blanket Purchase Agreement (BPA) for Coolants, Lubricants, Repair Parts, Filters, Consumable material, and other products/services required to perform maintenance and sustain power generation on diesel electrical generators. Response Requirements: Interested offerors that meet the requirements above are encouraged to submit a Statement of Capability (SOC) in response to this notice. The SOC must include the following: At least two (2) contracts (including current point of contact information) in which the interested company served as either the prime contractor or a subcontractor performing a substantial portion of the work described above in Democratic Republic of the �Congo. Provide a statement of your firm's ability to execute projects in various regions throughout Democratic Republic of the Congo Years of company experience maintaining similar services in Democratic Republic of the �Congo The SOC must contain a cover letter including the company name, local address, point of contact, telephone and e-mail address. USAGM will accept Statements of Capability in English and French only. Please include the following in the subject line: �Sources Sought, USAGM Democratic Republic of the Congo Generator Service and Repairs� This Notice does not obligate the Government to award a contract or otherwise pay for the information provided in response.� All costs associated with responding to this notice are solely at the responding party�s expense.� The Government reserves the right to use information provided by respondents for any purposes deemed necessary and legally appropriate.� Furthermore, the Government may contact the vendor for additional information regarding the information submitted as part of this market research effort.� Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization�s qualifications to perform the work.� Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.� After a review of the responses received, a pre-solicitation synopsis and solicitation MAY be published. �However, responses to this notice will NOT be considered adequate responses to a solicitation, if one is issued. Reponses to this notice are not offers and cannot be accepted by the Government to form a binding contract or agreement.� The USAGM will not be obligated to pursue and particular acquisition alternative as a result of this notice.� Response to the notice will not be returned. Not responding to this notice does not preclude participation in any future solicitation, if one is issued. No proprietary, classified, confidential, or sensitive information should be included in your response.� The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).� If so, respondents are solely responsible for properly marking and identifying such information within their response.
