Description

This Notice of Proposed Contract Action is issued solely for informational purposes and does not constitute a solicitation or a promise to issue a solicitation in the future. The National Park Service is not at this time seeking proposals and will not accept unsolicited proposals. It is the responsibility of interested parties to monitor the System for Award Management (www.sam.gov), the governmentwide point of entry, for additional information pertaining to this Notice of Proposed Contract Action. Specific instructions on submitting proposals will be contained in the solicitation documents to be issued on or after the date listed below. Requirement Description/Information Work Description: This Notice of Proposed Contract Action seeks to inform interested parties of a government requirement to replace an HVAC system in the visitor center at Arkansas Post National Memorial in Gillett, AR. Work consists of the following: - HVAC: Removal of 4 split system air cooled heat pumps and replacement with one split system air handler, including 8 VAV electric reheat boxes. The project also includes significant ductwork changes, including a new outside air intake. - Electrical: Work includes removal of electrical connections to demolished mechanical equipment, and new connections to new equipment. A new electrical panel will also be installed. - Architectural: Work is complimentary to the HVAC work and will include new wall work around a new outside air intake and minor ceiling removal and replacement. The U.S. Department of the Interior, National Park Service (NPS), Missouri Major Acquisition Buying Office (MABO) intends to issue an Invitation for Bids (IFB) for this work. This procurement will be conducted in accordance with FAR Part 14, Sealed Bidding. The NPS will solicit bids from responsible Small Business firms for a firm-fixed price contract to furnish all labor, materials, equipment, shipping and expertise necessary for the successful completion of the project. In accordance with FAR Subpart 36.204, the project magnitude for this requirement is between $250,000 and $500,000. 4.Location of Work: Arkansas Post NM 1741 Old Post Road Gillett, AR 72055 5. Additional Information: - The North American Industry Classification System (NAICS) Code for this project is 238220, Plumbing, Heating, and Air-Conditioning Contractors, and the small business size standard is $19.0 million. - Offerors are required to have a Unique Entity Identifier (UEI) and an active registration in SAM (www.sam.gov) in order to conduct business with the Federal Government. 6. Tentative Requirement Dates: Solicitation Issue Date: On or about April 27, 2023 Contract Award Date: July 2023 Contract Completion Date: The project is expected to be completed not later than 270 days from the date the Notice to Proceed (NTP) is issued. 7. Publicizing and The Government Wide Point of Entry (GPE): - It is anticipated that the solicitation and attachments will be posted electronically in late April 2023 on the governmentwide point of entry at the System for Award Management (www.sam.gov). - Any amendments to the solicitation will also be posted to this website. - Responses will be due approximately 30 days after the date of the solicitation is posted. - The entire solicitation package with all attached documents will be available in Microsoft Word, HTML, and/or Adobe PDF. - Paper copies of this solicitation will not be made available. - This Notice of Proposed Contract Action is not a solicitation 8.Small Business Restrictions: This requirement will be a total set aside for Small Business. Only solicitation responses submitted by Small Businesses will be accepted by the Government. Any response that is submitted by a contractor that is not Small Business will not be considered for award.
