- Description
- The Naval Air Systems Command (NAVAIR) PMA-280, Patuxent River, Maryland intends to negotiate and award a modification on contract N0001920C0030 to Raytheon Missiles & Defense (RMD), 1151 East Hermans Road, Tucson, Arizona on a sole-source basis to perform all work necessary to assess and produce Tomahawk Block IV system level and box level ATE required to ensure compatibility with the modernized Anti-Jam Global Positioning System (GPS) Receiver (AGR). These upgrades account for obsolescence and/or major software maintenance requirements needed to support the continuing Tomahawk Block V production as well as Block IV recertification and modernization programs. The period of performance anticipated for this effort will be 12 months. The anticipated start date is November 2023. Raytheon is the sole manufacturer of the Tomahawk Missile System. �This action is being awarded on a sole source basis to RMD in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304(c)(1), as implemented by FAR Part 6.302-1, ""Only one responsible source and no other supplies or services will satisfy agency requirements."" RMD is the sole designer, developer, and producer of the Tomahawk Cruise Missile and is the only known source that possesses the requisite knowledge and expertise required to perform this effort within the required schedule. Also, RMD is the only source that possesses the totality of engineering and technical data required to perform these efforts. NOTE: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. All responsible sources may submit a capability statement, which shall be considered by the Navy. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The data associated with the Tomahawk Missile is export controlled and is not available to foreign sources or representatives.
