- This Sources Sought Notice is for informational purposes only. It is not to be construed as an obligation on the part of the WHS/AD.��This Sources Sought Notice is not a request for proposal (RFP), nor does it restrict the Government as to the final acquisition strategy. No contract will be awarded from this announcement. At this time, no solicitation exists. Therefore, please do not request a copy of the solicitation. Responses in any form are not offers.� The Government will not reimburse respondents for any costs incurred in the preparation of a response to this Sources Sought Notice.��Washington Headquarters Services/Acquisition Directorate (WHS/AD) is conducting market research to locate qualified, experienced, and interested businesses from �all� sources, including Other than Small Businesses, Small Businesses, 8(a) Small Businesses, HUBZone Small Businesses, Service-Disabled Veteran-Owned Small Businesses, Women-Owned Small Businesses and Economically Disadvantaged Women-owned Small Businesses, to provide Administration, Research, and Management Support Services for the Defense Innovation Board (DIB) and the services outlined in the Draft Performance Work Statement (Attachment A). WHS/AD is seeking information on behalf of the DIB. The Office of the Under Secretary of Defense for Research & Engineering is responsible for chartering the Department�s science and technology (S&T) and innovation priorities and investments. The DIB is a federal advisory committee, and the DIB Executive Director reports to the DIB Sponsor � the Under Secretary for Research & Engineering. The office of the DIB operates under the provisions of the Federal Advisory Committee Act (FACA) and supports DoD leaders and advisory board members who study and advise on innovation in the Department of Defense on topics as assigned. The Board provides the DIB Sponsor, Deputy Secretary, and Secretary of Defense with advice and recommendations on innovative means to address future challenges and enabling innovation adoption across the enterprise and the broader U.S. innovation ecosystem through recommendations on organizational structure and process, business and functional concepts, talent and culture, and technology applications. The board consists of up to twenty members who are appointed to two to four-year terms, and they are selected on the basis of their qualifications as business leaders, academic experts, scientists, and entrepreneurs.
