Description
AMENDMENT 1:� Amendment 1 to this solicitation is being issued to provided the following: 1. A second site visit is scheduled for May 9, 2023, at 11:00 a.m. If you are interested in attending this site visit, please provide a completed AFRC 10735 to robbin.m.kessler@nasa.gov no later than May 4, 2023, at 12 noon. 2. Extend the questions due date to May 11, 2023, at 11:00 a.m. 3. Provide a template to submit questions. The due date for proposals has been extended to May 23, 2023, at 10:00 a.m. PST The NASA Armstrong Flight Research Center (AFRC) Employee Exchange Council (EEC) is requesting proposals from qualified and responsible vendors for the provision of cafeteria services at NASA AFRC at Edwards, CA 93523.� The EEC is seeking a single supplier to provide food and beverage services for AFRC employees at the NASA AFRC cafeteria.� The concessionaire agreement (hereinafter �the Agreement�), applicable NASA procedural documents, and available equipment are attached to this solicitation. A pre-proposal conference is scheduled for April 20, 2023, at 10:00 a.m. Attendance at this site visit is recommended, however is not required to submit a proposal for consideration. Interested parties must complete the AFRC 10735 (attached to this notice) and submit to Robbin Kessler at robbin.m.kessler@nasa.gov on or before April 14, 2023, at 10:00 a.m. to attend the pre-proposal conference. Foreign nationals will not be eligible to attend this pre-proposal conference. Interested vendors, limited to 25 pages (8 � x 11 inches) of 12 point font, shall provide the following for the EEC�s selection consideration: A sample menu, inclusive of proposed pricing. NOTE: Menu items submitted with the proposal shall be provided for at least 90 days after operations open. Menu items may be added at any time without notification to the EEC. A written commitment to the Agreement, including Adherence to all requirements outlined in the agreement, including, but not limited to, minimum hours of operation, health and safety requirements, insurance requirements, liability requirements, technology requirements, and EEC and vendor responsibilities, Submission of a Food Safety Plan (reference Article 3.1 of the Agreement) within 21 days of selection. Commitment to submit all other documentation referenced in Article 2.1(B)vii within 45 days of notification of selection for award (unless otherwise noted). � Proof of Food Safety Manager ServSafe Level II or equivalent training or commitment to have completed within 30 days of notification of selection for award. Acknowledgement of Food Safety and Inspection requirements identified under Article 3. Proposed commission percentage payable to the EEC (reference Article 4 of the Agreement) and acknowledgement of payable schedule. Special features of vendor�s portfolio or offering for consideration (i.e., existence of current online ordering platform, awards, etc.) 3. Vendor�s previous food and beverage service experience within the last five (5) years, including: Location(s) of services Menu items and prices offered at location(s) Last two (2) inspection ratings at location(s) Approximate annual sales at location(s) NOTE: If none of #3 exist, provide a plan of how vendor plans to successfully offer services, implement food safety requirements, and adherence to the terms of the Agreement. Questions in response to this solicitation shall be submitted in writing to Robbin Kessler at robbin.m.kessler@nasa.gov no later than April 25, 2023, at 10:00 a.m. No telephone questions will be accepted. Proposals in accordance with the above instructions shall be submitted electronically via email to Robbin Kessler at robbin.m.kessler@nasa.gov and Rosalia Toberman at rosalia.toberman-1@nasa.gov no later than May 11, 2023, at 10:00 a.m. PST. Please reference the notice ID number in the response. Late proposals will not be considered for award. The EEC will make award to the vendor that offers the best value to the Exchange, all factors considered. Factors to be considered include menu offerings and pricing, percentage of sales offered, and past food and beverage experience or detailed plan. The EEC intends to make an award without discussions. However, the EEC may conduct discussions before selection, either written or orally. As an instrumentality of the federal government, but not a contractual entity, this award is not subject to protest under FAR Part 33. NASA / Edwards AFB Information The Armstrong Flight Research Center is NASA's primary center for high-risk, atmospheric flight research and test projects. The center has the facilities and requisite expertise to conceive, design, analyze, fabricate, integrate, maintain, and conduct disciplinary research, flight research and flight test on modified or unique research vehicles and systems. Armstrong�s strength is in integration of complex developmental systems. Named in honor of Neil A. Armstrong, a former research test pilot at the center and the first man to step on the moon, Armstrong is located in Edwards, California, in the western Mojave Desert. The center is uniquely situated to take advantage of year-round flying weather and 301,000 acres of remote area with varied topography to advance technology and science through flight. For almost 75 years, research at NASA Armstrong has led to major advancements and breakthroughs in the design and capabilities of many state-of-the-art civil and military aircraft. Armstrong demonstrates America's leadership in aeronautics, Earth and space science and aerospace technology as the center seeks to revolutionize aviation, add to mankind's knowledge of the universe, and contribute to the understanding and protection of Earth. The NASA AFRC Employee Exchange Council is an instrumentality of the of the United States, with the associated privileges, rights, and immunities. The purpose of the Exchange is for the purpose of promoting the morale and welfare of NASA employees While not a contractual entity of NASA, the Exchange shall compete and negotiate concession agreements generally in accordance with the Federal Acquisition (FAR) and NASA FAR Supplement. However, FAR and NFS clauses and provisions are not applicable to this solicitation.� (NPD 9050.6K) Any person with access to NASA AFRC and/or Edwards Air Force Base (EAFB) can utilize the NASA cafeteria services.
