- ""The contract action was not awarded competitively."" The previous contract for this fax service was awarded and maintained under the Department of the Army. Since Referral Management, and soon after the Military Treatment Facilities (MTFs) moved under DHA, Army could no longer support this service and transferred it to DHA for the service to continue. It is vital that this service continues as the Army has used and continues to utilize this system to continue to send and receive faxes for uploading into patient records for clinical treatment of patients. This service provides secure, HIPAA-compliant electronic communication capability to send and receive referral management related communication data and documents. Additionally, other Services would like to utilize this contract once the DHA�s realignment is completed. Without the eFaaS solution, there would be an adverse disruption in supporting the referral management workflow that can delay sending out and receiving referrals to outside providers. This delay will have a negative impact to the quality of care provided.� Additionally, without the eFaaS solution, additional manual workflow, additional staff, and additional equipment would have to procured to support the workload. This electronic Fax-as-a-Service has provided significant savings due to reduced manpower to support the Referral Management workflow. ��� The current order for eFaaS was awarded on 02 September 2021, and it will end on 28 Feb 2023.� Starting in FY22, the CBIS Program Office has been working with the functional community to determine the enterprise requirements and review all options that will provide the most cost-effective solution. Through analysis, a long-term solution has been identified; however, the telecommunication infrastructure requirement has not been finalized. Therefore, until the replacement enterprise solution is in-place, an interim bridging effort is required for the continuation of eFaaS services that is currently on contract (HT0011-21-F-0084) and managed by the CBIS program office to avoid disruption in services. This J&A will authorize the continued service continuity for DHA until a long-term replacement solution is in-place. The bridge contract that will follow this approval is required to ensure the customer does not experience a break in service. The bridge contract will be written with a base period of six (6) months and two three (3) months option periods.
