Description
�Pursuant to 13.106-1(b)(1)(i), the Federal Highway Administration (FHWA) intends to solicit from a single source with the PIARC (Permanent International Association for Road Congresses aka World Association) to provide world-wide intergovernmental road organization focusing on developing and promoting efficient tools for decision making on matters related to roads and road transportation and facilitate a project geared towards gender equity.� The goal is to enable the completion of small bodies of work in a relatively short timeframe, giving the Association the ability to address critical issues identified by members by outsourcing the production of high-level world-wide significant documents.� The objective of this project is to create materials and develop training and tools to increase understanding and awareness of PIARC members of the importance of gender diversity and inclusion. FHWA involvement in these PIARC Special Projects aims to fill in knowledge gaps and obtain information on emerging road related policies and practices in support of FHWA�s priorities.�� As the lead U.S. technical agency participating in the Association, FHWA is responsible for developing the country's technical and material contributions to this effort. The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
