Description
The U.S. Army Corps of Engineers, New England District is issuing a set aside for certified small business contractors for the Winhall Brook Campground Electrical Upgrades located in South Londonderry, Vermont. The NAICS code for the work described below is 238210 with a size standard of $19M. The project is planned to be issued in May 2023 and will be set aside for Small Businesses.� The period of performance will be approximately 270 days.� On-site work will not be permitted from the third Friday in May through Columbus Day weekend, inclusive, of any year. The estimated magnitude of this project is between $250,000 and $500,000. Winhall Brook Camping Area is located in the Green Mountains of Vermont along the Winhall and the West Rivers.� Winhall Brook offers 111 campsites of which 14 have lean-to camping shelters (three-sided Adirondack style structure), and 23 currently have electric and water hookups.� Other amenities include a dump station, restrooms, firewood, hot showers, playgrounds, horseshoe pits, and hiking/biking trails.� The electric utility (Green Mountain Power) powers the campground from one existing secondary metered service via a pole mounted transformer.� Transformer secondary is then routed through a USACE owned 400A service disconnect and pole mounted transformer.� Aerial conductors are then routed to the North and South campgrounds.� The campgrounds are supported via two (2) USACE owned, pole-mounted� primary transformers at each location. The primary purpose of this project is to upgrade the Winhall Brook Campground utility service to a new primary metered service in accordance with current Green Mountain Power specifications.� A new pole mounted interrupter switch shall be provided on the existing USACE wood pole at the service entrance location to deenergize the aerial conductors in the event of campground flooding.� Additionally, the USACE owned South campground pole mounted transformer and distribution equipment shall be upgraded in accordance with NFPA 70 standards.� New main circuit breaker service equipment shall be provided adjacent to the new South campground utility pole/transformer.� New distribution shall facilitate the upgrade of existing electrical utilities at campground sites. New pedestals shall be equipped with (1) 14-50R, (1) TT30R, and (1) 5-20R GFI receptacle along with the associated 50A-2P, 30A-1P, and 20A-1P circuit breakers.� Underground feeders shall be extended from the new South campground service equipment to refeed the existing panelboard within the restroom and shower structure as well as new RV pedestals as detailed above at each campsite. Existing underground conduit to panelboard and campsites shall be fully utilized where feasible. Please note that this solicitation is set aside for certified small businesses. This is not a request for proposals at this time; the solicitation requirements and contract documents which will include instructions for submission and the response date will be available on or about May 2023. Neither telephonic, mailed, nor faxed requests for hard copies of this solicitation will be accepted. The solicitation will only be available online; in order to view the solicitation offerors must access the System for Award Management website (www.sam.gov).
