Description

STATEMENT OF WORK (SOW) as of 04/20/2023 1. Contract Title. Card Readers for Exterior Entrances 2. Background. The Coatesville VA Medical Center underwent a security assessment of our buildings. It was determined that to better secure our facility, our exterior doors should have card readers installed. There are also medication rooms, information technology rooms, and large medical supply storage rooms that require a physical access and control system (PACS) per VA Handbook 0730 Appendix B. A majority of our doors do not have card readers installed. Therefore, card readers are required to be purchased and installed on these specified doors. 3. Scope. Contractor is to provide, install, and test the 421 required card readers and associated hardware and software throughout the Coatesville VA Medical Center. 4. Specific Tasks. The contractor shall provide, install, and test the following equipment: 363 slim card readers that are compatible with HID proximity access cards and United States Government PIV 8 cards 58 card readers with keypads that are compatible with HID proximity access cards and United States Government PIV 8 cards 421 pairs of door contacts 421 request to exit devices 337 Electric strikes 17 in frame magnetic locks 67 surface mounted magnetic locks 105,250 feet of reader composite cable 213 Lenel 1320 boards (LNL-1320-S3) 22 Lenel 2220 boards (LNL-X2220) 47 Access Control Panel Power Supply Cabinets (LNL-AL600ULX-4CB6) 36 Access Power Controller with Power Supply/Charger 119 12V, 7 Ah batteries 448 Lenel access reader licenses 19 4 port, 1 GB power over ethernet (POE) switch 2000 feet of Cat 6 cable Miscellaneous plywood, j-hooks, Panduit, conduit, etc. as needed for installation The contractor shall provide cut sheets for all equipment as part of their proposal to ensure compatibility with the currently installed Lenel OnGuard system at Coatesville VAMC. The contractor shall show proof that they are a Lenel value added reseller as part of their proposal. If the contractor is not a Lenel value added reseller, they shall provide a subcontracting plan as part of their proposal to show the Lenel value added reseller they will be contracting with to perform the programming work in Lenel. Information for the doors and anticipated installation is below. The contractor shall submit a design proposal to the COR for approval before purchasing equipment. If the contractor determines a different installation is needed than what is listed below, they shall provide the COR with a proposal of changes for approval. No changes in scope shall be completed without approval from the COR and Contracting Officer. If a contract modification is needed, no work shall be performed until the modification is approved and completed. The contractor shall then run cat 6 cabling from the 4 port, POE switch to an open port on the existing switches in each IT closet. The contractor shall install the slim card readers on the respective door frame to eliminate the need for mounting to brick and concrete walls. The contractor shall install the card readers with keypad on the wall adjacent to the door handle. The contractor shall modify the door frames as needed to install the magnetic locks and electric strikes. The contractor shall ensure no sharp edges or gaps are left behind after installation in the door frame is complete. The contractor shall install the 448 Lenel access reader licenses in the Lenel OnGuard system. The contractor shall program each card reader into the current Lenel OnGuard system. Each card reader shall be a separate entry in Lenel so that each card reader has the ability to have a different list of allowed users. The contractor shall name each card reader as specified by the Coatesville VAMC at time of install. The contractor shall program all Federal Holidays into the Lenel OnGuard system. A final listing of Federal Holidays will be provided by the Coatesville VAMC at the time of install. The contractor shall set up at a minimum the following time zones. A final time zone list will be provided by the Coatesville VAMC at the time of install with required days/times for locked/unlocked. A final access level list will be provided by the Coatesville VAMC at the time of install with required time zone specified. Exterior doors Med Room Bldg. 2 Med Room Bldg. 3 OIT Closet Doors Logistics Supply Room Logistics Mail Room The contractor shall assign each card reader to the respective access level(s). A final list of card readers for each access level and time zone will be provided by the Coatesville VAMC at the time of install. All card readers must be compatible with the current HID proximity access cards, the United States Government PIV 7 cards, and the Unites States Government PIV 8 cards that are utilized at the Coatesville VA Medical Center. The contractor shall provide any Lenel OnGuard software or system upgrade needed to accommodate the additional 421 card readers. The contractor shall upgrade the Lenel OnGuard system to be able to program Unites States Government PIV 8 cards in the Lenel OnGuard system with specific access levels. All equipment provided must be compatible with the current Lenel Security System utilized at the Coatesville VAMC with no further additions needed. The contractor shall set up and install each device as needed in order to communicate with the Lenel Security System. The contractor shall integrate the card readers with the current fire alarm system so that upon fire alarm activation, the magnetic locks or electric strikes automatically release. The contractor shall provide all necessary equipment and contract with the fire alarm contractor to ensure this is completed. The contractor shall integrate the exterior door card readers with motion sensor automatic door openers and handicap push button automatic door openers so that upon card swipe and motion sense or push button activation, the magnetic lock or strike releases and allows the door to be opened. It shall also be integrated that when a card is not present and the motion sense is activated or push button activated, the door opener does not try to open the door to prevent motor burnout. The contractor shall provide all necessary equipment and contract with the automatic door company to ensure this is completed. The contractor shall seal all penetrations made with Hilti red fire caulk. The contractor shall obtain a penetration permit from the Coatesville VA Medical Center Fire Department at the start of installation. The penetration permits for a building must be closed out before moving on to the next building. The contractor shall not lay cabling on sprinkler pipes and ceiling grides. Contractor shall provide and install any j-hooks necessary to provide proper support for the cabling in accordance with the most current edition of NFPA 70. The contractor shall provide a listing of all required additional utilities (i.e., electrical outlets) that need to be installed in order to handle the additional equipment at the start of the project. Additional utilities are subject to approval by the General Properties or General Utilities supervisors. The contractor shall provide a standard one-year warranty including parts and labor on all card readers and associated hardware and software installed. 5. Performance Monitoring Functionality of installed equipment will be verified by Biomedical Engineering and the Fire Department. The contractor shall keep the COR informed of work complete each day. The COR shall randomly inspect the work in progress. The COR of this contract shall be Tara Callahan. No work shall be performed in the Information Technology closet without representation from Biomedical Engineering present. All contractor representatives who perform this work shall acquire the appropriate VAHCS identification badges. No work shall be performed in the Information Technology closet without representation from Biomedical Engineering present. No other special security requirements are anticipated. Contract personnel will be working in some patient care areas with potential for incidental exposure to patient/sensitive information. Contract personnel will be required to complete the condensed training VA Privacy Training for Personnel without Access to VA Computer Systems or Direct Access to or the Use of VA Sensitive Information #20939. 7. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). There is no GFE or GFI anticipated with this contract. The contractor shall program the card readers in the currently installed Lenel OnGuard system. 8. Other Pertinent Information or Special Considerations. a. Identification of Possible Follow-on Work. There is no follow-on work anticipated. b. Identification of Potential Conflicts of Interest (COI). None identified. c. Identification of Non-Disclosure Requirements. None identified. d. Packaging, Packing and Shipping Instructions. If equipment is being shipped before installation, all equipment shall be shipped with the following information: Coatesville VA Medical Center Bldg. 13 Warehouse Attn: Tara Callahan 1400 Blackhorse Hill Road Coatesville, PA 19320 e. Inspection and Acceptance Criteria. Functionality of installed equipment will be verified by Biomedical Engineering and Fire Department. Project will not be accepted as completed until all tasks listed above are completed as described and functionality testing is accepted by Biomedical Engineering and Fire Department. 9. Risk Control. Contractor is responsible for providing all applicable training and protective equipment to protect Contractor s employees from any hazards, including blood borne pathogens, which may be encountered in the performance of this contract. 10. Place of Performance. All work will be performed at the Coatesville VA Medical Center 1400 Blackhorse Hill Road Coatesville, PA 19320. 11. Period of Performance. Contractor will have 210 days from contract award to complete the installation. 12. Delivery Schedule. Contractor will set delivery schedule to ensure that installation can be completed within 210 days from contract award.
