- Description
- The WIC Overseas Program is going to transition to the use of Electronic Transfer Benefit. A method that permits electronic access to WIC food benefits using a card or other approved access device.� The EBT will be issued in the WIC Overseas offices to program participants.� Participants may redeem their EBT at participating commissaries and NEXMARTs for the types and quantities of foods specified in their food package. DHA currently has a software application in place as part of program management.� The system is known as the WIC Participant Information Management System, (WIC PIMS).� WIC PIMS is a stand-alone/shared database application that automates the process of defining eligible participants for WIC Overseas, issues program drafts to participants, and sends participant information to a central repository for reconciliation.� WIC PIMS is a DHA Government owned software application that is housed in a DHA data center currently located in San Antonio, TX.� WIC PIMS does not currently have the ability to interface with an EBT Processor vendor and the DHA does not have a contract with an EBT Processor.� The purpose of the Request for Information is to obtain industry input to further define the requirements, timelines, staffing models necessary for DHA to transition to the use of EBT to include developing a EBT interface with the WIC PIMS and/or serve as EBT processor DHA is interested in taking advantage of the expertise of the civilian sector and incorporating commercial best practices with respect to transitioning to EBT for the WIC Overseas Program.�
