- This is a Small Business Sources Sought notice (SBSS).� This is NOT a solicitation for proposals, proposal abstracts, or quotations.� The purpose of this notice is to obtain information regarding:� (1) the availability and capability of qualified small business sources; (2) whether they are small business; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition.� Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible.� An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. Project Description and Requirements The purpose of this project is to engage with the PBRN community to understand its needs; synthesize the past 10 years of PBRN research, tools, and resources; and create a plan to ensure the PBRN Registry is sustainable and up-to-date. The project objectives are to: Convene a Technical Expert Panel (TEP) to engage the PRBN community to provide insight regarding approaches/strategies for supporting the research of PBRNs, produce a report synthesizing the findings and recommendations from the TEP and an accompanying slide deck. Update the PBRN Registry content and develop a sustainability plan to maintain PBRN Registry. Conduct an environmental scan of PRBN tools, resources, and research over the past 10 years and produce a synthesis report. Complete an Optional Task that may include planning and delivering a webinar series. Practice Based Research Networks (PBRNs) provide fundamental infrastructure for conducting primary care research, and dissemination and implementation of evidence into practice. PBRNs provide a mechanism to conduct research, build primary care research capacity, and disseminate and implement evidence. In the past, AHRQ has supported PBRNs via competitive grant programs for PBRNs, direct funding for PBRNs through targeted grant and contract programs, a national resource center, Web events, an electronic PBRN research repository, a dedicated community extranet, and technical and networking assistance. AHRQ has continued to fund an annual national PBRN conference. Reestablishing support for the primary care PBRN community will allow AHRQ to fulfill its legislative mandate as a center for primary care research under the National Center for Excellence in Primary Care Research (NCEPCR), and to carry out its primary care research agenda. Engaging with the PBRN community to assist in creating the optimal way to inform and provide access to AHRQ�s resources for primary care, primary care research, and PBRNs specifically, will be critically important to develop useful, relevant, and effective tools and resources.� By convening a Technical Expert Panel (TEP) of PBRN members/stakeholders, this contract will assess the needs of the PBRN community so that AHRQ can plan and develop effective and appropriate tools, resources, and other forms of assistance to support the ability of PBRNs to conduct rigorous primary care research, produce new evidence relevant to primary care delivery, and improve understanding of methods to disseminate and implement evidence into practice. In the past, AHRQ hosted a web-based Resource Center to support the work of primary care PBRNs by providing a registry, a listserv, and tools and resources. The TEP will help understand what was useful in the past and inform future directions for AHRQ�s PBRN support efforts. In this project, the contractor will assist AHRQ�s NCEPCR to support the function and quality of the PBRN community�s work by understanding the PBRNs. The contractor will identify the resource needs of, and the most effective strategies to support, the PBRN community by establishing a TEP. The TEP will be made up of PBRN community members who are knowledgeable about the needs of PBRNs and who can guide the content development and functional improvement of AHRQ�s web-based PBRN resources. The contractor will convene a TEP to provide input on specific components/approaches/strategies to support PBRNs, including tools and resources that AHRQ can maintain or develop, and as such, should have demonstrated relationships or partnerships with the primary care research community, and preferably the PBRN community. Anticipated Period of Performance September 2023 - September 2025 Capability Information Sought To meet the purpose and goals of this project, AHRQ is seeking a contractor that has the capability to: Rapidly identify appropriate PBRN leaders establish rapport, and convene a TEP over multiple meetings. Analyze the insights collected during TEP meetings, synthesize the input from the TEP, and create a report to disseminate the TEP findings to the PBRN community and to other stakeholders. Research and communicate with PBRNs currently in the registry to update registry data (familiarity with the PBRN community and/or primary care researchers or practitioners a plus). Develop a plan for sustaining a Registry and maintaining its data over time. Conduct an environmental scan and produce a synthesis report and manuscript for peer-reviewed publication; Plan and implement a webinar series. The capability statement response to this Small Business Sources Sought notice should include the following information: Staff expertise, including their availability, experience, and formal and other training. Current in-house capability and capacity to perform the work. Corporate experience and information on prior projects of similar size and complexity. List any Government wide contracting vehicle for which the respondent has a contract (example, GSA schedule, etc). All Capability Statements sent in response to this SMALL BUSINESS SOURCES SOUGHT notice must be submitted electronically (via e-mail) to Scott Henderson, Contract Specialist, scott.henderson@ahrq.hhs.gov in MS Word, or Adobe Portable Document Format (PDF), no later than 12:00 PM on May 15, 2023. Responses should not exceed 15 single-sided pages (including the cover page, all attachments, resumes, charts, etc.) presented in single-space and using a 12-point font size minimum, that clearly details the ability to perform the aspects of the notice described above. Disclaimer and Important Notes This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response.� The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate.� Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization�s qualifications to perform the work.� Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.� After a review of the responses received, a pre-solicitation synopsis and solicitation will be published in Federal Business Opportunities.� However, responses to this notice will not be considered adequate responses to a solicitation.
