Sources Sought This Sources Sought/Market Survey Notice is being conducted by the Louis Stokes VA Medical Center, Wade Park Campus, at 10701 East Blvd Cleveland, OH 44106 to identify all sources that are capable of providing Qigong Classes both live online and in-person at the Louis Stokes VA Medical Center, for the period of June 1, 2023 through May 31, 2023. Any interested offerors must be registered in SAM.gov (see https://sam.gov/content/entity-registration). This Sources Sought will be used to determine any set-asides. If this is a service your business can provide, respond to this Sources Sought by Monday, May 8, 2023, at 1:00 P.M. Eastern time. Intentionally Left Blank 2. Contract Title. Whole Health Qigong Classes 3. Background. Qigong is a mind and body practice, developed thousands of years ago as part of Traditional Chinese Medicine. It is older than, and similar to Tai Chi, with a focus of cultivating the body s vital energy or qi. It involves the coordination of the breath, posture, awareness, visualization, and focused movements. Qigong may be provided as a stationary or moving meditation. It has been known to provide benefits in stability, relaxation, and wellness. Qigong is one of the evidence-based complementary and integrative health (CIH) approaches within the VHA Whole Health System of care included in the Veteran s medical benefits package when deemed clinically necessary by their care team per VHA Directive 1137 Provision of Complementary and Integrative Health, published in May 2017. Based on literature review these approaches were found to be safe and have sufficient evidence of benefit to be recommended as appropriate components of care for the Veteran population. Evidence maps of Qigong for high-impact conditions affecting Veterans were developed by the VA s Health Services Research & Development office. Conditions with evidence of positive effect include nonspecific chronic low back pain. Conditions with evidence of potentially positive effect include depressive disorders, anxiety, and insomnia. The Cleveland VAMC is requesting to implement Qigong classes to its Whole Health Programs. Qigong and/or Tai Chi is one of the required CIH offerings from Directive 1137. This will keep veterans from having to utilize care outside VA for Qigong. 4. Scope. The Cleveland VAMC is requesting the purchase of Qigong classes that will be offered to Veterans being treated with the Whole Health Department. These Qigong classes are necessary throughout the year for veterans to maintain their Whole Health lifestyle. These classes will be utilized by veterans who have completed their initiation Introduction into Whole Health and need the program to continue their care. These classes will provide higher patient satisfaction for all veterans coming to Whole Health. The Qigong program will be utilized virtually and onsite, 52 classes per contract year.  The request will be for base year plus four option years. The Qigong instructor must have experience working with Veterans and disabled Veterans, CPR trained, and be able to provide virtual and in person classes with up to 15 individuals. Instructor must have basic knowledge of Tai Chi/Qigong movements, philosophy, and practices; awareness and understanding of the connection between Tai Chi/Qigong; enthusiasm for learning about and teaching Tai Chi/Qigong; leadership qualities; teaching and problem[1]solving skills; ability to empathize and connect with participants; ability to tailor programs for specific populations and limitations and should be certified thorough the American Tai Chi and Qigong Association (ATCQGA). 5. Specific Tasks. Task 1: Provide Live Qigong Classes Contractor will provide weekly Qigong classes to 15 Veterans via the Cleveland VA s Video Connect System Once there is space available for in-person classes, the contractor shall be available to teach in person at the Cleveland VA Medical Center in lieu of online classes. 6. Performance Monitoring The Government Point of Contact will ensure that the Contractor performs in accordance with the requirements of this Performance Work Statement. 7. Inspection and Acceptance Criteria. The Government Point of Contact will conduct the inspections and make the final determination for acceptance. 8. Place of Performance. Classes will be conducted online via the Cleveland VA Medical Center s Video Connect System until such time that there is space for in-person classes at the Cleveland VAMC. If space comes available, the classes may switch to in-person and will be performed at the following address: Louis Stokes VA Medical Center 10701 East Blvd Cleveland, OH 44106 9. Period of Performance. Will begin June 1, 2023 thru May 31, 2024. 10. Performance Standards The Contractor shall meet the following standards: Must have experience with working with veterans Have experience with working with disabled veterans Provide instruction to a group of up to 15 individuals Must be able to provide live virtual classes Must be able to provide in-person classes at the Louis Stokes VA Medical Center in Cleveland, OH CPR certified Basic knowledge of Tai Chi/Qigong movements, philosophy, and practices in order to provide Tai Chi/Qigong instruction for the purpose of promoting, restoring, and preserving health and well-being of Veterans. Awareness and understanding of the connection between Tai Chi/Qigong Ability to empathize and connect with participants Ability to tailor programs for specific populations and limitations Instructor: must be American Tai Chi and Qigong Association ATCQGA-certified as Qigong and Tai Chi Instructor Level I or meet requirements for certification. Prepares, cleans, and sets up Tai Chi/Qigong setting and props to support scheduled events and activities. May offer Tai Chi/Qigong classes in a variety of settings as space and opportunities become available. These may include seated-only classes, standing-only classes at an event, supine-only classes in a specialty clinic, or combinations of seated-standing-floor mat with or without props. Provides consistent, accurate instruction and monitors class participants to ensure safe, effective, and enjoyable experience. Develops Tai Chi/Qigong class protocol or syllabus defining appropriate techniques and sequencing, including physical postures, breath, and meditation practices appropriate for the purpose of the class and the abilities of individual participants. Instructs class participants in the appropriate modification of Tai Chi / Qigong postures and practices, and the safe use of Tai Chi/Qigong props to ensure participant safety.
