- SOLICITATION NUMBER: 7200AA23R00065 ISSUANCE DATE: May 4, 2023 CLOSING DATE AND TIME: June 3, 2023 at 4:00PM EDT SUBJECT: Solicitation for U.S. Personal Service Contractor (USPSC) Dear Prospective Offerors: The United States Government, represented by the U.S. Agency for International Development (USAID), is seeking offers from qualified persons to provide personal services under contract as described in this solicitation. Offers must be in accordance with Attachment 1 of this solicitation. Incomplete or unsigned offers will not be considered. Offerors should retain copies of all Offer materials for their records. At USAID, Diversity, Equity, Inclusion, and Accessibility (DEIA) is a priority, and we are greater than the sum of our parts. When we integrate DEIA in our programs, policies, partnerships, and people (workforce), we are better able to understand and meet the needs of those we serve worldwide. USAID will evaluate all offerors based on the stated evaluation criteria. USAID encourages all individuals, including those from disadvantaged and under-represented groups, to respond to the solicitation. This solicitation in no way obligates USAID to award a PSC contract, nor does it commit USAID to pay any cost incurred in the preparation and submission of the offer. Sincerely, Mir Ershadullah, Contracting Officer ------------------------------------------------------ The DRG Center produces and uses a large amount of information and knowledge. The Knowledge Management and Organizational Learning (KMOL) Specialist/Advisor will ensure that the DRG Center�s systems and processes, as well as staff�s utilization of them, enable the creation, organization, storage, accessibility, and dissemination of the needed and relevant DRG technical information to improve planning, decision making, and programmatic results. This will include working with other members of the Center to conceptualize, develop, analyze, and provide technical information to the main DRG audiences, including the USAID DRG cadre, implementing partners and other organizations working in the sector, and the public at large. The KMOL Specialist/Advisor will coordinate with DRG staff and leadership, the DRG Center�s Professional Development Advisor and training team, the DRG Center�s Communication and Outreach Specialist, and other USAID and outside experts. The E&L Team�s KMOL Specialist/Advisor will focus on DRG technical knowledge but may collaborate with staff focusing on administrative, operational, and human resource aspects of KMOL when appropriate.
