- Notice of Intent for Sole Source Purchase of Brand Name Campbell Scientific & Geokon Data Collection Equipment through a Supply Blanket Purchase Agreement for the US Army Corps of Engineers, New England District Dam Safety Automation Program Under the authority of FAR 6.302-1, the U.S. Army Corps of Engineers (USACE), intends to require, on a sole source basis, the supply of certain Campbell Scientific & Geokon data collection equipment (DCE) for its Dam Safety Automation Program to maintain and modernize its network of 700 sensors monitored by 300 solar stations with wireless telemetry at thirty-three (33) USACE projects in five (5) states occupied by the New England District.� The new DCE will be required to report by radio transmission and communicate with the existing Master data collection station at each project, which has been specified as a Campbell Scientific CR1000X or CR6 System. �In addition, repairs to existing DCE taken out of service shall be sent to Campbell Scientific for factory repair and returned for redeployment into the existing network as appropriate. The contractor supplying the DCE for this network will be required to purchase Campbell Scientific & Geokon 4500 Series sensing equipment to be fully compatible with the existing equipment in the current network of 300 stations monitoring 700 sensors in their entirety.� This is considered essential to maintaining the continuity of operations of this critical monitoring network, from both a component compatibility perspective, and a data availability & useability perspective.� Supply of non-Campbell Scientific & Geokon DCE equipment would break the functionality and interoperability of the Dam Safety instrumentation network, thereby reducing or eliminating the level of Dam Safety preparedness and USACE�s ability to respond to a Dam Safety extreme event, which would likely lead to greater property damage and life loss. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. It is a market research tool being used to determine the availability of other qualified sources that can meet the requirements identified above and inherent with the referenced Campbell Scientific & Geokon DCE and the New England District�s existing remote sensing infrastructure. The Government is not obligated to, and will not pay for any information received from potential sources as a result of this notice of intent. All responses received within 15 days of the posting of this notice of intent will be considered by the Government. �A determination by the Government to require the supply of certain Campbell Scientific and Geokon DCE for the Dam Safety Automation Program procurement based on this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to allow alternate system manufacturers. The Government shall consider all information provided in response to this Notice of Intent.
