Description

The General Services Administration (GSA), Public Buildings Service (PBS) is seeking to modernize one (1) existing Simplex operation, geared traction passenger elevator located at the O.C. Fisher Federal Building, San Angelo, TX. The contractor shall provide new: AC motor, solid state microprocessor controls, cab, doors, door operators and all associated work to provide one (1) completely new passenger elevator. � All work performed under this contract shall meet or exceed the current ASME-A17.1 Elevator Code and the Uniform Federal Accessibility Standards. THIS PROCUREMENT IS A TOTAL SMALL BUSINESS SET-ASIDE. The Proposal due date is June 5 2023, at 1 P.M. CDT. The Pre-Proposal Conference (Site Visit) is scheduled for May 16, 2023, at 1 :00 P.M. CDT.� Attendance at this conference is vital to the preparation of a competitive and cost-effective proposal and to understand the total result desired by the Government.� Failure to attend this meeting may not be used as an excuse for omissions and miscalculations in offers. In accordance with FAR 36.204, disclosure of the magnitude of construction projects, the construction cost of magnitude is between $100,000 and $250,000.� LOCATION OF WORK: O.C. Fisher Federal Building, 33 E Twohig Ave. San Angelo, TX 76903. PERIOD OF PERFORMANCE (POP): 365 days and includes 45 calendar days for required security clearances, pre-work submittals, and material ordering.� Actual construction POP is 320 calendar days. PRECEDURES FOR AWARD: The Government will make award to the responsible offeror whose proposal conforms to the solicitation and is most advantageous to the Government, non-cost (technical) factors and cost/price considered. For this solicitation, all elevator factors other than cost or price, when combined, are significantly more important than cost or price.� It is the Government's intention to award without discussions, but if determined necessary, the Government reserves the right to hold discussions. PLAN AVAILABILITY:� it is the offeror�s responsibility to monitor sam.gov for the release of any amendments. BONDING:� A bid bond is required as well as payment and performance bonds.� SECURITY: Before employees are allowed to work under the anticipated contract, all personnel are required to pass a security check.� Specific security requirements are included in the solicitation. ELIGIBLE OFFERORS: All responsible small business elevator contractor firms may submit a proposal which shall be considered by the agency.� All prospective offerors are also required to use the System for Award Management at www.sam.gov for registering their firm and completing representations and certificates.� Proposals shall be emailed to the Contract Specialist, Alam Muhammad at alam.muhammad@gsa.gov by the stated deadline to be considered an interested party for award.
