Description
NOTICE OF INTENT TO SOLE SOURCE This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT (as prescribed in FAR 13.106-1(b).� This notice is for informational and planning purposes and does not constitute a solicitation. The NAICS code for this procurement is 541990-All Other Professional, Scientific, And Technical Services, Size standard-$19.5.� Delivery on or before May 31, 2024. The Office of the Administration Strategic for Preparedness and Response (ASPR), Division of Strategic National Stockpile (DSNS) intends to award a sole source Firm Fixed Price contract to American Association for Respiratory Care (AARC) � 9425 N. MacArthur BLVD, Suite 100 Irving, TX 75063� STATEMENT OF WORK Administration for Strategic Preparedness and Response (ASPR)/ Strategic National Stockpile (SNS) Ventilator Webinars C.1� Background The Strategic National Stockpile (SNS) is a national repository of life-saving pharmaceuticals, medical supplies and medical equipment that can be rapidly deployed to the site of a public health emergency to secure the nation�s health. The SNS assets are designed to supplement state and local public health agencies in the event of a large-scale public health emergency or pandemic influenza event that causes state and local medical resources to be depleted. Depending on the event type and needs, the SNS could deploy medical equipment, such as portable mechanical ventilators, and other airway and respiratory support supplies. Many healthcare providers and potential end-users lack hands-on experience utilizing SNS ventilator models. As a result of that, SNS awarded a contract to the American Association for Respiratory Care (AARC) to develop fifteen (15) ventilator training videos to prepare� state and local public health agencies on how to use SNS Ventilators effectively during a public health emergency. AARC is responsible for hosting annual SNS webinars and trainings during national and state conferences for respiratory care.� The goal is to provide webinars and hands on training to respiratory therapists and other healthcare professionals to prepare for emergency deployments. This training is essential to ensure SNS readiness posture during a response. In addition, the ventilator training workshops ensures state and local public health agencies understand how to request this equipment to further allocate the life-saving medical equipment. The objective is to award a 12-month contract to provide webinar ventilator training. The Contractor shall develop and provide SNS ventilator training webinars to prepare respiratory therapists and other healthcare professionals on the use of SNS ventilator models listed under SNS Ventilator Models list below during a public health emergency.� C.3 Technical Requirement ���������������� SNS Ventilator Models: The Contractor shall develop webinars for the following ventilators: Zoll EMV+ 731 Vyaire (CareFusion) LTV 1200 Vyaire LTV 2200 Philips Trilogy Evo Universal Philips Trilogy EV300 ResMed Astral 150 GE Healthcare CARESCAPE R860 GE Healthcare pNeuton A-E Model GM Ventec V+ Pro Hillrom Life 2000 Hamilton C3 Hamilton C1 Hamilton Tl Military Combat Medical SAVe II + Ventilator Training Webinars The contractor shall conduct, perform, record the webinars: Three (3) live mechanical ventilator webinars and one (1) recorded webinar for SNS-held ventilator models within 12 months. The live webinars shall not start before 1:00pm (1300 hours) Central Time. The Contractor�s subject matter experts (SMEs) shall conduct questions and answers (Q&A) sessions at the end of each webinar. The Contractor shall provide SME support to the ASPR/SNS Contracting Officer's Representative (COR) (or designee) for ventilator related questions that may arise after the ventilator webinars have concluded.� The Contractor shall ensure state and local public health agencies know how to request and further allocate lifesaving SNS-held mechanical ventilators. The contractor shall provide on-line healthcare professional cross-training documentation and videos; online training resources (e.g., operator manuals, quick reference guides, emergency set-up cards), on-line articles related to this ventilator management, if applicable. The contractor shall provide Continuing Respiratory Care Education (CRCE) credits for participants at the end the trainings. Task to be Performed: The Contractor, as an independent organization and not as an agent of the Government, shall furnish all labor, supplies, and the facilities to conduct the mechanical ventilator webinars for SNS-held ventilator models. The Contractor shall coordinate the mechanical ventilator webinars with the ASPR/SNS COR prior to scheduling the webinars and obtain the latest ASPR/SNS approved guidance. This notice of intent is NOT a request for competitive proposals. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. Interested parties who believe they possess the capabilities to satisfy this requirement should submit a capability demonstrating their abilities to meet this requirement.
