Description
THIS IS A PRE-SOLICITATION NOTICE � PROPOSALS WILL NOT BE ACCEPTED IN RESPONSE TO THIS NOTICE The Department of State (DOS) Office of Acquisition Management (AQM) intends to procure quality engineering, systems support, hosting, data collection, analysis, and operational and administrative management support services for the Office of the US Global AIDS Coordinator and Global Health Diplomacy (S/GAC) and the Foreign Assistance (F) Bureau by establishing one (1) Indefinite Delivery Indefinite Quantity (IDIQ) Contract. Task Orders will be issued, as required. The Request for Proposal (RFP) 19AQMM23R0059 is scheduled for electronic release during the following period: May 22 � May 26, 2023. The receipt of proposals will be due at 11:00 AM (EDT) on or about June 30, 2023. The RFP will only be available electronically and must be accessed through the System for Award Management (SAM) website, www.sam.gov. All information required for submission of a proposal will be contained in the electronic RFP package. No telephone calls or facsimile transmissions will be accepted. It is the offeror�s responsibility to monitor the above-mentioned site for release of the solicitation and any amendments. All responsible sources may submit a proposal, which shall be considered by the DOS. Potential Offerors will be responsible for downloading their own copy of the solicitation and any amendments that may be issued. Failure to do so will be at the firm�s own risk. All inquiries shall be submitted electronically to the Contracting Officer/Specialist listed in the Point on this Pre-Solicitation Notice. This is a follow-on requirement to an existing Blanket Purchase Agreement (BPA) Call, 19AQMM19S0095 awarded to Accenture Federal Services, LLC. RFP 19AQMM23R0059 will permit Contractor Team Arrangements (CTAs) per FAR Part 9.6. The RFP will prohibit teaming arrangements on an exclusive basis. The RFP will require each Offeror to provide a copy of all teaming arrangements. The teaming documentation must include but is not limited to structure of the teaming arrangement, responsibilities, and liabilities; monetary responsibility; managerial responsibility and accountability; and applicable legal documents. The burden of proving that any teaming arrangement proposed does not restrict competition shall rest with the offeror. Offerors are advised that should the Government determine that any such proposed teaming arrangement, inhibits competition that may render the offeror�s proposal ineligible for award. The IDIQ contract awarded will be an unclassified contract; personnel security clearances are not required for contract performance. Contractor personnel specifically authorized by the Contracting Officer's Representative (COR) to perform onsite in DOS facilities, only on unclassified portions of the contract and/or in areas not requiring cleared access must still be processed for DOS personal identification cards (badges) in accordance with the DOS Personal Identification Card Issuance Procedures. All other contractor personnel, including those with elevated privileges on DOS unclassified information technology systems, require a favorably adjudicated Moderate Risk Public Trust (MRPT) determination conducted by the Bureau of Diplomatic Security (DS). The solicitation will be evaluated in accordance with the criteria described in the solicitation.� Award will be made to the responsible Offeror whose proposal conforms with all solicitation terms and conditions and whose proposal is determined to represent the overall best value to the Government.
