- Great Smoky Mountains NP REHAB BALSAM/HEINTOOGA WATER Tank Rehab SYSTEM: ACTION: Pre-Solicitation Notice PRE-SOLICITATION NUMBER: 140P5323R0022 CLASSIFICATION CODE: Z1NE � MAINTENANCE OF SEWAGE AND WASTE FACILITIES The NAICS Code for this requirement is 237110 � Water and Sewer Line Related Structures with a size standard of $39.5 million. POINT OF CONTACT: Geraldine Larsen, Contract Specialist, geralding_larsen@nps.gov PLACE OF PERFORMANCE: Great Smoky Mountains National Park PLACE OF PERFORMANCE POSTAL CODE: Cherokee, NC 28719 PLACE OF PERFORMANCE STATE AND COUNTY: North Carolina, Swain County Title of Project: Water Tank Rehabilitation/Waterline/Well/Wastewater Improvements Balsam Mountain Campground/Heintooga Picnic Area Description: National Park Service, Balsam Mountain Campground Water Tank � Refurbish and Install a Liner It is proposed to refurbish the existing water tank, followed by adding a liner to the tank to preserve the tank for future use. All of the internal piping, controls, access hatch and ladder are to be replaced; and a French drain is to be installed around the perimeter of the tank. The tank shall be pressure washed, cracks shall be sealed, and an elastomeric polyurethane spray on liner installed on the inside and the outside top of the tank. New piping shall extend outside of the tank and have new valves installed per the plans. Water Tank Access Drive: The existing water tank is located across from the campground area, high up on a hill. The original access to the tank was via a long road from the location of the existing well, up the creek, to a reservoir constructed in the creek. The road then followed the waterline from the reservoir to the water tank � several thousand feet, high up the hill. The road going up the creek bank has been washed out, and it would be too invasive to the creek to try and re-establish the road. It is proposed to construct a new road from Heintooga Ridge Road, near the campground, up to the tank. The proposed road will require clearing the trees, grading the roadbed, installing drainage culverts were shown on the plans and placing stone on the prepared subgrade. The road will not be paved. Waterlines: The existing 2- inch pump line and the existing 4-inch distribution line both run up the hill through the woods to the existing water tank. Once the new road is graded out, a new 2-inch HDPE pump line and a new 4-inch HDPE distribution line shall be installed, prior to placing the stone base course. The new lines shall connect to the existing lines running along the side of Heintooga Ridge Road. WELL: The well needs some improvements to stay current with state codes. The well-head is to be raised, and a new concrete pad poured around it. A new enclosure is to be installed over the well. A draw-down test shall be performed to verify the condition and capacity of the well. A new pump shall also be provided and installed � the existing pump is a 2-horsepower pump, but the model of the existing pump is not known. The replacement pump shall match the existing or be equivalent. The well is 120 feet in depth. Septic Tanks: It is proposed to abandon the existing septic tank and drain field at the Heintooga Picnic Area. It is proposed to install a new septic tank and drain field adjacent to each of the two comfort stations. The proposed drain fields will include approximately 800 linear feet of infiltration chambers for each comfort station.
