� � � � � � � **Synopsis / Pre-Solicitation Notice** � � � � � � � � � � � � � � � W912HV-23-R-0003 Construct Marine Corps Barracks Complex, P810 and P812, � � � � � � � Kadena Air Base (AB), Okinawa, Japan The U.S. Army Corps of Engineers, Japan District (POJ), Okinawa Area Office (OAO) is providing a Pre-Solicitation notice pursuant to Federal Acquisition Regulation (FAR) 36.213-2 for an upcoming Request for Proposal. This notice is not a solicitation. PROJECT INFORMATION. Project Title: �Construct Marine Corps Barracks Complex, P810 and P812, Kadena AB, Okinawa, Japan Project Location:� Kadena AB, Okinawa, Japan Product Service Code (PSC):� Y1FC Construction of Troop Housing Facilities NAICS Code:� 236220 � Commercial and Institutional Building Construction.� Project Magnitude:� Between �10,000,000,000 and �25,000,000,000 ($100,000,000 and $250,000,000) (DFARS 236.204) Projected Solicitation Issue: June 2023 ________________________________________________________ PROJECT DESCRIPTION.� The purpose of this project is to Construct Marine Corps Barracks Complex, P810 and P812, on Kadena Air Base (AB), Okinawa, Japan. These buildings are required to house the United States Marine Corps (USMC) permanent party personnel living and working on Kadena AB, and a constant number of rotational forces transiting through in support of aviation training requirements. This requirement will entail preparatory site work and construction of two buildings for the purpose of providing barracks facilities for USMC personnel on Kadena AB as outlined below. Site Work�� Site Preparation. The site preparation includes clearing and grubbing activities, demolition of pavement, curb and gutter work, and establishment of utility mains. The building pads and paved areas have 300 mm (12 inches) of scarify and compact soil improvement. In addition, work on the P810 area will include 11,643 m3 of imported soil to raise up the north end of the building area to achieve the proposed finished floor elevation as well as to provide necessary fill from pavement removal. Site Improvements. The concrete site improvements cover the parking lots, equipment pads, curb and gutter, sidewalks, asphalt pavement, and traffic markings. Landscaping elements include sod, trees, temporary staking, and cobblestone mulch. In addition, the work entails the relocation of one banyan tree and 35 small tree replacements. Temporary irrigation is required for plant establishment only, with no provisions for a permanent system. The work also captures the site recreation package which includes an enlarged concrete framed picnic shelter with two barbeque pits and a sports court with two basketball hoops. Each building includes the following site amenities: bike rack, designated smoking area, one trash/recycle enclosure, retaining walls, benches, chain link fencing with screening slats, and pedestrian/gear canopy with decorative clay tile roof. Site Utilities. Site utilities work establishes a water distribution system for both domestic and fire service, sanitary sewer, stormwater drainage, energy distribution, and a radon elimination system. Each building will include excavation, backfill, and hauling of soil to accomplish the utilities work as required. Natural gas piping is not included. The work for building P810 includes a separate Drainage Mitigation Measures system comprised of an underground retention and storage vault. Construct P810 Construction of a multi-story 104-room barracks facility for unaccompanied personnel using the �1+1 E outside the Continental US (OCONUS) Room Plan for enlisted (ranks E1-E5) quarters. Building construction will consist of reinforced concrete slab floors, bearing walls and columns, and a concrete roof. Due to the location in an active seismic zone, frequent typhoons, and a very corrosive ocean environment, all structural work will be reinforced concrete. The facility will have space for vestibules, offices, public bathrooms, laundry rooms, vending areas, multipurpose common rooms, janitor closets, storage, and mechanical rooms. Construct P812 Construction of a multi-story 97-room barracks facility for unaccompanied personnel using the standard Marines Corps Room Plan for Senior Non-Commissioned Officers (ranks E6-E9) and Officers. Building construction will consist of reinforced concrete slab floors, bearing walls and columns, and a concrete roof. Due to the location in an active seismic zone, frequent typhoons, and a very corrosive ocean environment, all structural work will be reinforced concrete. The facility will have space for vestibules, offices, public bathrooms, laundry rooms, vending areas, multipurpose common rooms, janitor closets, storage, and mechanical rooms. ________________________________________________________ SOLICITATION INFORMATION. The Government anticipates the issuance of a Request for Proposal (RFP) solicitation. The Government anticipates issuing the RFP solicitation in early June 2023. The solicitation when issued will identify the proposal submission due date. All solicitation documents, drawings, and specifications will be posted on the Procurement Integrated Enterprise Environment (PIEE) with notice on System for Award Management (SAM) when issued. Interested vendors are responsible for monitoring PIEE/SAM websites for issuance of the solicitation and/or amendments. The Government intends to award a firm-fixed-price construction contract for this project. All interested companies shall be actively registered in the SAM database in order to be eligible for award of Government contracts. Information on registration and annual confirmation requirements may be found at http://www.sam.gov. For a Joint Venture, the Joint Venture as an independent entity must be registered in SAM as such. The US Army Corps of Engineers Japan District (POJ) has transitioned to Procurement Integrated Enterprise Environment (PIEE) Solicitation Module for bid/proposal submission (unless otherwise specified in the solicitation), to replace DOD SAFE.� It is recommended that contractors create their PIEE Solicitation Module account as soon as possible and not wait till bid/proposal due date, as access may take time.� The following information is provided for reference. Local sources are sources (e.g. corporations, partnerships, or Joint Ventures [for a Joint Venture, the Joint Venture as an independent entity must satisfy the local source requirements or in the alternative, each member of the Joint Venture must individually satisfy the local source requirements]) that are physically located in Japan and are authorized (i.e. licensed and registered) to perform in Japan, the type of construction work specified in this solicitation. Specifically, a company must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during performance of the resultant contract. Additionally, prior to award of the contract, interested vendors must be registered for construction work with the Government of Japan and possess necessary construction licenses and permits to perform the requisite work identified in the solicitation.
