- Description
- This is a Notice of Intent, not a request for proposal.� The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Metabolon Inc, with an address at 617 Davis Drive, Suite 100, Morrisville, NC 27560 US The National Institute of Allergy and Infectious Diseases (NIAID)�s Vaccinee Research Center (VRC) (collectively �Program�) is engaged in research to study the COVID-19 patients� metabolome. This includes the need for metabolic analysis services of COVID samples.� Program has worked with this company in the past, and now requires additional services from this company. The company will perform liquid mediator of inflammation target assay and tryptophan/kynurenine ratio target assay with Program�s long COVID, acute COVID and rebound COVID patients� samples. Program has technical and compatibility requirements to use this specific brand of services from as Metabolon is able to provide Lipid Mediators of Inflammation Targeted Panel detections of 58 species across six metabolite classes, including pro?inflammatory mediators, anti?inflammatory mediators, prostaglandins, hydroxy/epoxy fatty acids?related mediators, endocannabinoids, and polyunsaturated fatty acids (PUFAs).� Furthermore, Metabolon Inc.�s services has already been used in previous and/or existing research. Program needs to re-use Metabolon to provide additional sampling analysis so they can use their exact service methodology and technology � only then would Program be able to compare the results to Program�s prior measurements since they are measured with the same methodology and the same lab. Using a different lab that uses a different method of analysis would introduce new variables that may invalidate the comparability of data. The National Institute of Allergy and Infectious Diseases (NIAID) has a requirement for the following: Service #: LMI; Lipid Mediators of Inflammation Targeted Panel x 143 samples Service #: TRYP; Tryptophan/Kynurenine Ratio Targeted Panel x 143 samples Extra service elements at no additional cost: MTRX1; 1 Matrix Study SRDF; Sample Destroy Fee TSUP; Tube Preferred Setup TATS; Standard � Turn Around Time Place of Performance or Delivery: Period of performance will be 05/31/2023 � 05/30/2024. The turnaround time for the services is 6-8 weeks from the receipt of samples and necessary information. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL.� All responsible sources that could provide the required may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-23-2175309) by 4:00 pm eastern standard time on May 26, 2023.� All responses received by the closing date of this synopsis will be considered by the Government.� A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
