- Description
- The NATO Communications and Information Agency (NCI Agency) intends to issue an Invitation for Bid (IFB) for the procurement of NR Business Network Outsourcing.� The NCI Agency intends to modernize existing NR Business Network services through outsourcing back-end infrastructure as Infrastructure-as-a-Service (IaaS) and front-end client services as Device-as-a-Service. NR Business Network back-end infrastructure includes compute, storage, and networking elements. Service provision will include agreed availability target set forth in Service Contract and respective SLAs. Front-end managed mobile devices are required to support parallel working in different security domains. Potential U.S. prime contractors must 1) maintain a professionally active facility (office, factory, laboratory, etc.) within the United States, 2) be pre-approved for participation in NATO International Competitive Bidding (ICB), and 3) be issued a Declaration of Eligibility (DOE) by the Department of Commerce (DOC). �� The successful bidder will be required to handle and store classified information up to the level of NATO RESTRICTED. In addition, contractor personnel will be required to work unescorted in Class II Security areas. Therefore, access can only be permitted to cleared individuals. Only companies maintaining such cleared facilities and the appropriate personnel clearances will be able to perform the resulting contract. The reference for the IFB is IFB-CO-115891-REACH and all correspondence concerning the IFB should include this reference. Competition Type: Lowest Priced Technically Compliant. A single, firm-fixed price contract is planned for the entire scope of work including optional years.�No partial bidding will be allowed. SUMMARY OF REQUIREMENTS The NCI Agency plans to transition current, disparate NR Business Network legacy capabilities into a modern, centrally managed Enterprise-ready ICT capability by provisioning the services based on a cloud-based, standardized, industry best practice outsourcing approach. The NR Business Network Outsourcing covers back-end infrastructure and front-end client services as a complete package with key deliverables being outsourcing of this based on Service Contracts with associated Service Level Agreements and relevant KPIs. The NR Business Network Outsourcing explicitly contains the following services: 1. Back-end as Infrastructure-as-a-Service (IaaS) a. Back-end Infrastructure-as-a-Service (IaaS) will contain two Data Center (DC) operations, one of which is currently on-premises DC. b. Contractor will be required to deliver a cloud based environment to be deployed as a private, NATO accredited off-premise DC. c. Infrastructure-as-a-Service (IaaS) provision will include both DCs with agreed availability target that will be set forth in Service Contract and respective SLAs. 2. Front-end client devices as Device-as-a-Service (DaaS) a. Client devices must allow the operation of multiple NATO desktops of various information domains and accreditations between public, NU, NR. b. Client devices must have NATO accreditation. c. Client devices must be commercially available. d. Client devices must support mobility. e. Device-as-a-Service (DaaS) provision will include mobility and ability to work from anywhere with embedded secure connectivity. Service Contract and respective SLAs will include agreed availability targets. BECOMING ELIGIBLE TO BID NATO ICB requires that the U.S. Government issue a DOE for potential U.S. prime contractors interested in this project. Before the U.S. Government can do so, however, the U.S. Government must approve the U.S. firm for participation in NATO ICB. �U.S. firms are approved for NATO ICB on a facility-by-facility basis.� The U.S. NATO ICB application is a one-time application. �The application requires supporting documentation in the form of 1) a company resume or capability statement indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. Please submit to the email address provided your application and supporting documentation (as attachments). If your firm is interested in a specific NATO ICB project at this time, please also include the following in the text of your email: � - the title and/or solicitation number of the project - the name/phone/email of the company employee who should receive the bid documents After approval of your one-time NATO ICB application, DOC will then know to follow up by issuing a DOE for the project. �DOC will transmit the DOE to the NATO contracting agency. � IMPORTANT DATES: Request a DOE (and, for firms new to NATO ICB, submit the completed one-time NATO ICB application): 27 June 2023 NCI Agency distributes the IFB (planned): Q3 Bid Closing (planned): Q3 Contract Award (estimated): 01 December 2023 Period of Performance: Beginning of Q1 2024 and comprising a three years base contract and two contract options of one year each.
