Description
The Naval Air System Command (NAVAIR) intends to award a Cost Plus Fixed Fee (CPFF) Delivery Order under Lockheed Martin Corporate Basic Ordering Agreement (BOA) N00019-19-G-0029 to Lockheed Martin Rotary and Mission Systems (LM RMS), Owego, New York, to implement the Service Life Extension Program (SLEP) by addressing specific MH-60S aircraft systems/components that are not forecasted to meet service life requirements. This BOA order will include non-recurring engineering (NRE), systems engineering, and program management tasks to support and implement the SLEP into the USN MH-60S aircraft. The projected period of performance of this effort is May 2024 through April 2026. This action is intended to be awarded on a sole source basis to Lockheed Martin Rotary and Mission Systems (LM RMS) under the authority permitting other than full and open competition, 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1, ""Only One Responsible Source and No Other type of Supplies or Services Will Satisfy Agency Requirements."" LM RMS is the sole designer, developer, systems integrator, and manufacturer of the MH-60R and MH-60S aircraft and weapon system and, as such, is the only source with the requisite knowledge and skilled personnel, facilities, manufacturing tooling, test equipment, experience, and technical data necessary to provide the required supplies and services without duplication of costs to the government or unacceptable delays to the governments schedule. Note: This notice of intent is not a request for competitive proposals. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. The Government does not intend to fund the development or qualification of other sources for fulfilling this requirement, as the NRE efforts listed require a substantial initial investment or an extended period of preparation. However, the Government will consider all responses received by the closing date of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Questions concerning subcontracting opportunities should be directed to Ms. Ana G. Medina at (203) 926-4162 or Megan R. Robinson at (607) 751-1352. Contractor Name and Address: Lockheed Martin Rotary and Mission Systems, 1801 State Route 17 C, Owego, NY 13827.
