This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Government reserves the right to make no award from this solicitation.   This is a request for quote (RFQ), and the solicitation number is 36C25023Q0637. The Government anticipates awarding a firm-fixed price Purchase Order resulting from this solicitation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circulars 2023-02 (eff. 03/16/2023). The associated NAICS Code is 332321, Metal Window and Door Manufacturing.   The Department of Veterans Affairs, Network Contracting Office 10, is soliciting quotes from all sources to supply the Chillicothe VA Medical Center with DOOR AND WINDOW REPLACEMENTS, Licenses and Warranties to support the facilities expansion efforts for this communication system. Respondents to this solicitation must fully demonstrate their capability by supplying detailed quote information, along with any other documents necessary to support the requirements below.   Quotes are to be provided to Kevin Peeples, Contract Specialist, via email at kevin.peeples@va.gov, no later than May 26, 2023, by 4:00 PM EST. No telephone calls will be accepted. No submission received after the above-mentioned date and time will be accepted.    STATEMENT OF WORK (SOW) 1. Contract Title Furnish hollow metal, aluminum, and solid wood doors, metal door frames, windows, metal window frames, and door hardware to Chillicothe VA Medical Center for various replacements and additions. 3. Background. The Chillicothe VA needs Door And Window Replacements. Items are needed to replace existing doors and add new doors and windows for compliance with applicable codes. 4. Scope. Vendor to conduct site visit for final measurement and finish and style verification and provide all deliverables in list below. See list of requirements in Section 5, Deliverables. 5. Specific Tasks. 5.1 Task 1-Site visit for final measurement and verification of finishes. 5.1.1 Sub task 1- Vendor shall coordinate with VA Medical Center Engineering Service Construction and Maintenance Shop Supervisor for site visit. During site visit, vendor will take final measurements of all listed items to allow for differences in manufacturing processes or other variables. Vendor shall also verify door and hardware finishes and frame styles match existing doors and hardware in the area to be installed. Items that do not match existing finishes and styles will not be accepted. Site visits may be scheduled by contacting the Supervisor of the Chillicothe VAMC Engineering Service Construction and Maintenance Shop via telephone at 740-773-1141 Ext. 16179 5.2 Task 1-Provide doors, door frames, windows, and hardware 5.2.1 Sub task 1- Provide below items (see Section 5, Deliverables) to Chillicothe VAMC 5.2.2 Deliveries will be made to: Chillicothe VAMC Building 36, Warehouse 17273 State Route 104 Chillicothe, OH 45601 5.2.3 Deliveries will be inspected upon arrival for defects by COR, VA Logistics, and Engineering staff. Vendor is responsible for ensuring all items are delivered in acceptable condition, damaged items will not be accepted. 5.2.4 Unless otherwise specified, all items with listed usage locations in Building 26, Compass shall be of ligature resistant design and lite material will be polycarbonate rather than glass. 5.2.5 All door locking hardware locksets shall be capable of being keyed into existing Best Access Systems Great Grand Master Key System which is removable BEST cores that are removable only with a special key without disassembly of knob or lockset. Locksets shall be compatible with 7-pin BEST Interchangeable Core System. Cores will be obtained outside of this contract. No substitutions will be accepted.  5.3 Task-3 Installation of Equipment No installation is required. 5.4 Task 4 - Enterprise Management Controls. 5.5.1 Sub task 1 - Integration Management Control Planning. Security Requirements Contractor will not require access to VA sensitive information to fulfill the terms of the contract. Contractor will not require access to the buildings and the related building service equipment to fulfill terms of the contract. 9. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). VAMC Warehouse/Logistics will provide loading dock/forklift assistance for freight unloading if required. 10. Other Pertinent Information or Special Considerations. Contractor responsible for delivery of all receivables without damage. Final acceptance of equipment to be determined by VAMC COR in coordination with VA Logistics and the Supervisor of the Engineering Service Construction and Maintenance Shop 11. Place of Performance.
