Description
The USDA, Food Safety and Inspection Service (FSIS) intends to issue an award on a sole source basis (IAW FAR 13.106-1(b)(1)) to Radix BioSolutions located at 111 W Copperative Way Georgetoen TX, to produce xMAP Food Allergen Detection Assay Kits for the routine allergens testing of denatured and non-denatured samples.Radix will provide the expertise and intellectual property necessary with their xMAP Food Allergen Detection Assay Kits, train FSIS on the use of these kits, and provide technical assistance. This vendor is the only one capable of meeting the federal government needs, by producing a kit that allows for the rapid testing of 16 food allergens (Crustacean, Egg, Milk, Peanut, Soy, Gluten, Almond, Brazil nut, cashew, coconut, hazelnut, macadamia, Pine Nut, Pistachio, Sesame and Walnut) simultaneously. While other vendors are capable of producing a product, none appear positioned to meet the federal governments needs to produce a methodology that allows for the detection of these 16 food allergens in up to 48 samples in a single run. Previously, Radix worked with the FDA and USDA-FSIS to develop and validate a kit used for allergens testing that is compatible with the BioPlex magnetic multi analyte profiling platform. Therefore, the method of meeting the requirement avoids the need to develop a completely new kit, avoiding additional costs and incompatability with existing BioPlex instrumentation used by FSIS and FDA. This notice of intent is not a request for competitive quotes and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data sufficient to determine capability in providing the same or similar supply. All capability statements received by the closing date of this publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Capability statements shall be submitted only by e-mail as a Microsoft Office Word, Microsoft Office Excel, or Adobe PDF attachment to angela.carey@usda.gov. FSIS plans to issue a single award Indefinite Delivery Indefinite Quantity (IDIQ) contract. The anticipated period of performance is a 12 month Base Year with four (4) Option Years.
