Description:� This is a SOURCES SOUGHT for the purpose of obtaining market research only.� NO PROPOSALS ARE BEING REQUESTED NOR ACCEPTED UNDER THIS SOURCES SOUGHT.� The U.S. Army Corps of Engineers, Philadelphia District, will use information obtained under this sources sought to develop an acquisition strategy to meet the requirements for the Formerly Utilized Sites Remedial Action Program (FUSRAP) Remediation Services �Deepwater, NJ. The Philadelphia District is issuing this Sources Sought Notice to determine if there is an adequate number of interested and qualified vendors. Title:� FUSRAP Remediation Services Primary Point of Contact:� Deah Gerard-May Contract Specialist Email: Deah.L.Gerard-May@usace.army.mil NACIS Code 562910:� This industry comprises establishments primarily engaged in one or more of the following: (1) remediation and cleanup of contaminated buildings, mine sites, soil, or ground water; (2) integrated mine reclamation activities, including demolition, soil remediation, waste water treatment, hazardous material removal, contouring land, and revegetation; and (3) asbestos, lead paint, and other toxic material abatement. Statement of Objectives: Market research is being conducted to determine contractor capabilities for remediation services required to remove radioactively contaminated soil and ancillary groundwater from a FUSRAP site. Scope of Work: The radiologically contaminated soil may be co-mingled with elevated levels of chemical contamination.� Responsibilities would include all remediation work including sampling, analyses, demolition, excavation, backfilling, handling, packaging, control of fugitive vapor and odor emissions, transportation, and disposal of all radiologically and chemically contaminated material.� Contractor responsibilities would also require operation and maintenance of the on-site groundwater water treatment plant and ensuring that plant effluent meets requirements of the state�s Permit Equivalent.� Demonstrated experience with development and management of a site Health and Safety program including chemical/radiation safety and air monitoring is required.� Previous experience with FUSRAP sites and sites with high levels of chemical contamination is also needed. A proven track record with excavation contractors, A/E contractors and transportation and disposal contractors is also necessary.� Last, a demonstrated understanding of the CERCLA process is a requisite. Expereience Needed: Capability statements shall address the following items to demonstrate the Contractor�s capability to perform the requirements of the Scope Of Work: a. The contractor�s ability to manage, as prime contractor, the types and magnitude of tasking described in the Scope Of Work. b. The contractor�s technical ability to perform at least 50% of the cost of the contract incurred for personnel with its own employees. c. The contractor�s capacity to conduct the requirements of the Scope Of Work. At minimum, 2 completed projects (costing a minimum of 20 million dollars that include sampling, transportation and disposal,�odor and vapor emission controls, and groundwater water treatment plant maintenance) completed in the last 5 years to demonstrate capacity and technical ability of the offeror to perform this work.� d. Experience with FUSRAP, Superfund, and/or CERCLA remedial actions. e. Experience with sites with light non-aqueous phase liquid (LNAPL) and tetraethyl lead. f. Experience with cost reimbursable type contracts and associated accounting system requirements for cost reimbursement contracts in accordance with DFARS 252.242-7006 and DFARS 242.75. Contractor shall provide overview of these past projects including volume of remediation services completed/disposed of and transported; detailed experience with FUSRAP or similar site containing high levels of chemical contamination; detailed experience with excavation Contractors, AE Contractors, transportation and disposal Contractors; detailed CERCLA process experience; and detailed site Health and Safety Programs experience.
