Page 10 of 10 Page 10 of 10 STATEMENT OF WORK Annual Medical Gas Delivery Systems Testing and Inspection for the VA Maryland Health Care System October 2023 with 4 option years SCOPE OF WORK The Contractor shall provide a certified ASSE 6030 Medical Gas Verifier(s), testing equipment, supplies and transportation. All work to be completed within 120 calendar days from the award date. Contractor to submit a work schedule for each site for the COR for approval. The contractor will perform the inspection and testing of the medical gas delivery systems for the Department of Veterans Affairs, VA Maryland Health Care System at these three locations: Baltimore VA Medical Center 10 North Greene St. Baltimore, MD 21201 Loch Raven Medical Center 3900 Loch Raven Blvd Baltimore, MD 21228 Perry Point VA Medical Center Perry Point, MD 21902-1000 MEDICAL GAS SYSTEMS FOR EACH SITE Baltimore VA Medical Center 10 North Greene St, Baltimore, MD 21201 Master alarm panels (3 ea.) Simulate failures at all source field switches. Includes determination of trip setting accuracy and correct bulk/source system labeling.   Testing Area Alarm Panels Tests all audible and visual alarm signals for continuity, determine accuracy of trip settings and readouts. Includes determination of proper area served signage. Pressure transducers/pressure switches will be function tested to determine proper operation of hi/lo pressure signals, proper communication with area panel, and determination of hi/lo trip setting on alarm display.   Zone valves Verify proper area served labeling, test for external leakage and validate accuracy of pressure gauge. Particulate samples are taken in each zone to test for contamination.   Bulk Oxygen Supply Systems Test operation of the reserve and reserve in use signaling devices, check proper function of level activating switch. Inspect all cryogenic tanks for security, leaks, control configuration and labeling. Inspect Emergency Oxygen Supply Connection (EOSC). Gas Manifold Source Systems Leak test all manifold components including valves, pigtails, and regulators. Test for proper reserve in use pressure switch activation. Test for proper operation of the changeover for secondary supply.   Medical Air System Verify compressor operating within manufacturer specifications. Check for documented maintenance plan in place. Function test of automatic alternating controls. Test audible and visual alarms. Test pressure across filters. Calibrate dew point monitor and verify proper operation.   Medical Vacuum System Verify maintenance conducted according to manufacturer specifications. Function test automatic alternating controls. Test pressure/vacuum switch for proper operation. Validate frequency of pump starts and duration of runs. Measure cut-in and cut-out pressure/vacuum. Medical Gas Outlets Vacuum inlets and pressure gas outlets. Test flow of all vacuum inlets. Check pressure and flow of all outlets: patient care areas, emergency rooms, intensive care, procedure labs, operating rooms and recovery rooms. The surgical rooms testing is performed after-hours. This testing includes coordination with the Baltimore site POC. Manufactured Assemblies Verify that each joint and DISS fitting is examined for leakage and that the flexible assemblies are in a safe working condition. WORK SCHEDULE: Normal Working Hours. Normal working hours are from 7:00 am to 4:30 pm, Monday through Friday, except federal holidays. The contractor shall try to minimize the interruption of patient care areas while checking the medical gas outlets. The contractor shall check-in with the nurse manager for each Nursing Unit before starting. NOTE At the Baltimore Medical Center there are (9-ea) operating rooms, recovery rooms and same day surgeries rooms which will to be completed off hours. Only the Baltimore site has operating rooms, recovery rooms and same day surgeries. Second Visit required for the Baltimore Site Only: A second visit is required to capture the AOV outlets that were being used during the 1st inspection. Second visit for these areas: SICU, MICU, CICU, and ER If the AOV outlet is still being used on 2nd visit then just noted unable to check, document the location and outlet and state why. BRIEFING on final report. Contractor shall provide a 1-hour briefing on all three sites which covers Deficiencies e, findings and recommendations. The briefing will be held at the Perry Point site. This is to be scheduled within 10-days after the final reports are submitted to the VA. IV. CONTRACTOR PERSONNEL A. Personnel Experience. All work shall be performed by competent technicians, experienced and qualified to perform inspection and certification on the equipment listed in this contract. Technicians used to perform the work shall be NFPA-99 trained and be current with the ASSE 6030 Medical Gas Verifier certification for healthcare facilities. Prior to beginning performance, Contractor shall submit to the Contracting Officer, copies of certifications and a list of credentials for all technicians that will perform contract work. Contractor must also provide a list of three (3) reference contacts that have been provided medical gas certification for similar medical facilities. The VA reserves the right to reject any of the contractor s personnel and refuse them permission to work on VA equipment. B. Conduct of Personnel. The Contractor shall ensure that his/her personnel present a professional appearance always and that their conduct shall not reflect discredit upon this facility or the Department of Veterans Affairs. The Contractor shall remove from the job site any employee for reasons of misconduct or security. The removal from the job site of such a person shall not relieve the Contractor of the requirement to provide sufficient personnel to perform adequate and timely service. All employees shall be legal residents of the United States and be able to understand, speak, read, and write the English language. C. Identification of Employees. Contractor's employees shall conspicuously display on their person a badge provided by the Contractor that shall include the full name of the employee, the name under which the Contractor is doing business and a badge serial number. VI. CONTRACTOR QUALITY CONTROL The Contractor shall establish and maintain a Quality Control Program that ensures that all requirements of the contract are provided as specified. VII. ACCEPTANCE Upon completion of the inspections, the Contractor shall submit a typed inspection report for each site. Provide (1) hard copy bonded and mail copies to COR. Provide (1) electronic copy to COR. The Inspection Report shall include: Table of contents Current Inventory Master Alarms Zone Values Outlets Gaseous Contaminants Medical Air Dew Point Temperatures Solid Particulate Contaminants (0.45 um filters) Oxygen Bulk Source liquid Medical Air Bulk source Nitrous Oxide Bulk Source Nitrogen Oxide Bulk Source Vacuum Sources Findings, Deficiencies and Recommendations. Final acceptance of services performed will be made by the Government upon receipt of these documents. Contractor shall schedule a 1-hour zoom call to brief the M&O engineering staff on the Findings, Deficiencies and Recommendations for all three sites. VIII. SMOKING POLICY Smoking is prohibited.
