- Description
- 1.� Introduction/Purpose The Federal Aviation Administration's (FAA) Office of the Chief Counsel (AGC), Administration Division (AGC-10), has a requirement for development, modernization, enhancement, operations, maintenance, and program support for the Case and Document Management System (CDMS). The Office of the Chief Counsel (AGC) provides oversight and delivery of legal services for the FAA and supports all mission needs and all lines of business and staff offices that contribute to the FAA's mission.� The full range of legal services spans the enterprise and directly impacts Agency and NAS operations.��� 2.� Incumbent Contractor (if applicable) The incumbent contractor is Delaney Advantage Technologies LLC under contract 693KA9-22-C-00004. 3.� Nature of Competition The acquisition strategy for the procurement has not been determined at this time. The strategy will be chosen depending on the responses to this Market Survey.� The FAA may award this effort under an existing contract vehicle and utilize this notice's results to determine if that is appropriate. 4.� Standard Language This is not a Screening Information Request or Request for Proposals of any kind; The FAA is not seeking or accepting unsolicited proposals; Any costs associated with the market survey submittal is solely at the interested vendor's expense; All vendors responding to this announcement are responsible for ensuring that documents submitted contain the appropriate proprietary markings, if any. If appropriately marked, such information will not be released to the public by the FAA, except as required under the Freedom of Information Act (FOIA) or any other applicable law, regulation and/or policy; The FAA has the option of conducting one-on-one communications as deemed appropriate without the obligation to hold communications with all respondents; Providing a response to this market survey neither qualifies respondents for, nor excludes respondents from, responding to the resulting SIR, if any; Respondent participation in any informational session is not a promise of future business with the FAA, or a commitment to award a contract, and The FAA will not pay for any information received or costs incurred in preparing the response to this market survey. All information is to be submitted at no cost or obligation to the FAA. 5. �North American Industry Classification System (NAICS) Code The NAICS code projected for the procurement is 541512: Computer Systems Design Services, with a size standard of $34.0 million.� � 6.� Submittal Requirements for Market Survey Responses to this Market Survey should include the following elements and must be no longer than five (5) pages. (a) Corporate Experience & Technical Capabilities:� Please provide relevant corporate experience, technical capabilities, and data storage options that demonstrate the ability to satisfy the requirements set forth in the attached draft SOW. �(b) Existing Acquisition Vehicles: Please indicate if your company can satisfy this requirement utilizing an existing contract vehicle (i.e., eFAST, GSA, etc.). �If so, please provide an appropriate point of contact and adequate details. (c) Other Information: Please provide any other applicable information, any comments on the requirements, or general feedback for the FAA's consideration for planning this acquisition. 7.� Delivery of Submittals Interested vendors must submit their responses to this market survey to ensure receipt by the Government, no later than 12:00 PM ET, June 23, 2023.�� All market survey responses must be submitted in electronic format to the Contracting Officer, via email to �francisco.felix@faa.gov.� Please include the title of this Market Survey in the subject line of your e-mail submission.
