Description
Notice of Intent to Sole Source The Department of Veterans Affairs, Network Contracting Office 2 (NCO 2), James J. Peters VA Medical Center Bronx, New York intends to award a sole source contact under the authority of 41 U.S.C. 253 (c)(1) (FAR 6.302-3, Industrial Mobilization, Engineering, Developmental or Research Capability or Expert Services), to UNIVERSITY OF WASHINGTON 4333 BROOKLYN AVE NE SEATLLE, WA 98195. This action will result in a Firm-Fixed Price contract with a period of performance of base plus 3 option years available. This notice of intent is not a request for competitive quotations. There will be no solicitation available for competitive quotes. However, all responsible sources may submit a capability statement, which shall be considered by the agency. Responses to this notice will be used by the Government to make appropriate acquisition decisions. Respondents should reference 36C24223Q0818 Notice of Intent in the Subject line. Responses to this notice shall include company/individual name, a service capability statement, including examples of similar facilities for which services have been provided, DUNS number, address, point of contact and socio-economic category (i.e. SDVOSB, VOSB, 8(a), HUBZone, WOSB, EDWOSB, Small Business, Large Business). Determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Telephone inquiries will not be accepted. If no viable responses have been received by the closing date of 5/14/2023 at 05:00PM E.T., the Government shall negotiate solely with UNIVERSITY OF WASHINGTON. AHBPCE Statistics Services Performance Work Statement Contract Title: VA Airborne Hazards and Burn Pits Center of Excellence (VA AHBPCE) Statistics Services Period of Performance: The Government anticipates an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract between the VA Airborne Hazards and Burn Pits Center of Excellence and the University of Washington School of Medicine, Department of Biomedical Informatics and Medical Education. The period of performance shall be a base year, plus three one-year option periods. Background: Health Services Research and Development (HSR&D) Center of Innovation has an ongoing mission to strengthen academic collaboration between VA and University of Washington School of Medicine. This relationship is vital to the goals set forth in the Center of Excellence Strategic Plan that will ultimately improve the health care and outcomes for the Veteran population. Scope: Subpart 37.2 of Title 48, CFR provides policies and procedures for acquiring services by contract and regulating these contracts with individuals and organizations for service. The purpose of this service agreement is for VA investigators to continue to support the training activities at the University of Washington in exchange for specific tasks and deliverables on multiple medical and health services research and operations projects. Tasks and deliverables will range and depend on specific projects but may include conducting literature reviews, participating in designing/developing data collection tools, coding and analyzing qualitative and quantitative data, managing database maintenance, tracking study outcomes, assisting with administrative approval processes, and participating in dissemination of study findings, including writing reports, manuscripts and/or summaries of findings for varying stakeholders. The overall purpose of these projects is to implement, sustain and share evidence-based care models and improve outcomes in Veterans and settings in which they receive care. In addition, there will be general support on research and operations projects to Dr. XXXX and Dr. XXXXX, Co-Directors of the VA AHBPCE. There are inadequate internal staffing resources within AHBPCE that can be directed toward multiple projects for brief time periods with the required education and skill set. Collaboration with the University of Washington School of Medicine, Department of Biomedical Informatics and Medical Education provides temporary support in a timely manner, enables us to provide continuity for our research investigators and their studies, and allows the Center to meet the partnering goals with our academic affiliate. Tasks/Deliverables: The contractor will be responsible for the ongoing support of the deliverables listed below. This contract provides support for 2 half time Research Associates (RA) from the University of Washington for a total of 2080 hours per year plus tuition and 22.4% benefits rate. Support for Dr. Luo s academic supervision for the Research Associates and technical advice for the projects (6% FTE in year 1 and expected 30% FTE years 2-5) plus mandatory 76.5 % indirect off campus site fee and 24% benefits rate. This work will span over 5 years with an anticipated 3% salary increase and 5% tuition increase annually. All applicable costs regarding the task order/deliverable are allowed. The RAs will obtain VA WOC status and will work on operational quality improvement projects and research projects.
