- INTENT TO SOLE SOURCE The Department of Veterans Affairs, VHA Regional Procurement Office Central, Network Contracting Office 10, intends to enter into a sole source procurement for two (2) John Deere 4066R tractors with 440R loaders, one (1) Woods RB84.60 Rear Blade, one (1) HLA SP250096LF 96"" 2500 Series Snow Pusher with Rubber Cutting Edge, and one (1) HLA BRG72JD440/540 72"" Brush Grapple with 2 Cylinders for the Battle Creek VA Medical Center, 5500 Armstrong Road, Battle Creek, MI 49037. The Department of Veterans Affairs intends to award a sole source, firm-fixed price delivery order to Deere & Company, 2000 John Deere Run, Cary, NC 27513. The associated North American Industry Classification System (NAICS) Code is 333111 Farm Machinery and Equipment Manufacturing, and the Business Size Standard is 1,250 Employees. The John Deere 4066R tractor and 440R loader delivery order will be awarded to Deere & Company under GSA contract GS-30F-0007T. The tractors will be delivered to the local dealer, who will set up the tractors and perform a pre-delivery inspection and make final delivery to the Battle Creek VAMC. Deere & Company will also supply one (1) Woods RB84.60 Rear Blade, one (1) HLA SP250096LF 96"" 2500 Series Snow Pusher with Rubber Cutting Edge, and one (1) HLA BRG72JD440/540 72"" Brush Grapple with 2 Cylinders as open market items, which are being added to the FSS order for administrative convenience in accordance with FAR 8.402(f). Having all items (tractors, loaders, and attachments) supplied by a single dealer ensures compatibility with the tractor related to hook-ups, possible hydraulic connections, and the benefit of product support through a single supporting dealer. Although there are other similar attachments in the market which can be supplied by various entities, any benefits obtained through competition would not exceed the benefits obtained by procuring the tractors, loaders, and attachments together as a complete system. This notice satisfies the requirement at FAR 5.201(b)(1) to publicize the proposed contract action. This notice of intent is not a request for competitive proposals or quotes. Interested parties may identify their interest and capability to respond to the requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Interested persons may identify their interests and capability to respond to this requirement no later than 5:00 PM Eastern Time, Thursday, June 15, 2023. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to meet the subject requirement. This information shall be provided at no cost or obligation to the Government.
