Description
This is a combined synopsis/solicitation for commercial goods and commercial services prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. The solicitation number is 12405B23Q0328 and is issued as a request for quotation (RFQ). The NAICS code is 334516. This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2022-06. STATEMENT OF WORK USDA intends to purchase of two sterilizers from STERIS Corporation 5960 Heisley Rd.� Mentor, OH 44060 for the 8th floor at Russell Research Center and installation. GENERAL SCOPE OF WORK: ���The contract requirements are defined in this Statement of Work (SOW). The purpose of this purchase is to replace two older model sterilizers at USDA/NPRC/RRC with two new units. The contract calls for labor, parts and installation by a STERIS approved technician. AMENDMENT Parties can adjust delivery dates. Purchaser is responsible for disposal. GOVERNMENT-FURNISHED PROPERTY AND SERVICES USDA/NPRC/PMSPRU will be responsible for disposal of old autoclaves. In addition, STERIS will be given access to steam lines and adequate access to the resting point of the units from the loading dock. Units will not be moved until a certified STERIS technician is physically present, SHIPPING AND HANDLING USDA and the service provider will pay for their own shipping costs. SERVICE PROVIDER-FURNISHED ITEMS AND SERVICES GENERAL. The service provider will supply all labor for installation and setup of the two autoclaves being purchased. In addition, they will provide a warranty for said autoclaves. Specifications: Autoclaves being purchased will be replacing older custom autoclaves and must fit in the existing area and work with the current steam and electrical set up. *Custom AMSCO� 630LS Medium Steam Sterilizer, 26"" x 37.5"" x 42"" (660 x 953 x 1067mm) & Options (No Vac Pump or 3-phase) � STERIS AMSCO 630LS Medium Laboratory Steam Sterilizer with a chamber size of 26 x 37.5 x 42"" (660 x 953 x 1067mm) is designed for fast, efficient sterilization of heat and moisture stable materials in scientific applications. Its steam jacket/elliptical chamber design allows for larger capacity loads to maximize throughput and reduce the number of loads processed. Manually operated hinged door(s) and power horizontal sliding door(s) is (are) available based on facility space and operational preference. This sterilizer features a non-proprietary Allen-Bradley* Control System, a user-friendly color touch screen and an impact printer for nonfading, permanent records. In addition to cycle set-up, selection and monitoring, the control can be programmed to send users text messages or to email alerts regarding the status of the autoclave. Customer to provide clear, unimpeded ingress to installation site. No special rigging or rigging equipment is included in this scope unless previously addressed and priced - Put the equipment into its place and level it (see Seismic restrictions) - Make all air, steam, water & drain utility connections from building termination to the equipment (maximum of 6ft/1.8m) using flexible or hard-piping* according to local regulations. Proper disconnects, isolation valves, wall or ceiling penetrations to be provided by others. *Flexible or hard-piping must be specified in advance through contact with the STERIS District Service Manager. - Make electrical connections to the equipment, a service which includes one of the following which must also be specified in advance through contact with the STERIS District Service Manager: Either: supply and fit electrical cable from the junction box within 6ft/1.8m of unit to the STERIS equipment electrical connection point according to local regulations. DOCUMENTS TO BE INCLUDED IN QUOTE: In order to be considered for award, Offerors shall respond by: 1)Providing a quote on company letterhead addressing all the requirements of the RFQ, clearly note per item pricing in accordance with specifications (attached), shipping/handling/delivery costs, and be valid for at least 30 days after receipt of quote. 2)Have an Active SAM.gov registration and complete the Representations in FAR 52.204-54; the Representation and Certification section should also be completed electronically in the System for Award Management (SAM) at www.sam.gov. Any amendment and documents related to this procurement will be available electronically at the Government Point of Entry (beta.sam.gov). FAR clauses 52.212-1, 52.212-2, 52.212-3, 52.212-4 and 52.212-5 (and any addenda to those clauses) are included in the attached clauses and provisions document. Additionally, other contract requirements and terms/conditions can be located in the same document. The Government anticipates award of a contract resulting from this solicitation to the responsible offeror whose quote conforms to the specifications that will be the most advantageous to the Government in accordance with FAR 13.106-2 considering three major areas: technical acceptance, past performance and price. Quotes will be evaluated by performing a comparative evaluation in accordance with FAR 13.106- 2(b)(3) to determine which quote represents the best as a whole. The Government has the discretion to accept other than the lowest priced quote that provides additional benefits. All sources wishing to quote shall furnish a quotation by 5:00 p.m. Eastern Time, on or before Thursday June 22, 2023. Quotations are to be sent via email to Kelly Bero at Kelly.Bero@usda.gov.
