Description
The Naval Sea Systems Command (NAVSEA) intends to issue, on a sole source basis, solicitation N00024-23-R-2331 to Bath Iron Works Corporation (BIW), 700 Washington St, Bath, Maine 04530-2574, to maintain necessary DDG 1000 Class Planning Yard services such as 4E work specification development, Ship Installation Drawing development, Ship Change Document development, emergent technical problem investigation and resolution, integrated logistics support, maintenance and modernization planning and other design and engineering products as required to maintain, modernize and sustain the class. Pursuant to 10 U.S.C. � 3204(a)(1) (formerly � 2304(c)(1)) and FAR 6.302-1, BIW, as the original ship designer and shipbuilder for the DDG 1000 Class, demonstrates unique capabilities, such as, thorough knowledge and familiarity with construction drawings, build specifications and other new construction configuration control baseline drawings. The DDG 1000 Class work specifications developed by BIW, supporting post-delivery availabilities, are critical to providing the required level of design, engineering, and programmatic and logistical products for post-delivery availabilities execution, including the Conventional Prompt Strike installation during scheduled Build Yard Modernization Periods. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. This is not an RFP or a promise to issue an RFP and this information is subject to modification and in no way binds the Government to award a contract. However, all responsible sources may submit a capability statement, which shall be considered by the agency.
