Description

In accordance with FAR 5.2, this is a notification of a proposed sole-source contract action to QuantumPM for TimeControl Support Maintenance and License Renewals. The US Coast Guard, C5I Service Center,. Intends to solicit and award on a sole source basis under the authority of FAR 13.106-1(b) to QuantumPM, 6855 South Dayton St., #3291, Greenwood Village, CO 80112.� This procurement is being conducted under Simplified Acquisition Procedures (SAP) - only one responsible source and no other supplies or services will satisfy agency requirements. QuantumPM is the source capable of providing the required Support Maintenance and License Renewals. TimeControl is used for high volume field data collection where labor, material, equipment, and production values must be collected and tracked by IOD and Yard and the data and then shared with other internal systems such as webTA, CAS, NESSS. This software is proprietary and there is only one authorized retailer - In the USA, HMS has authorized QuantumPM as the sole provider of TimeControl and TimeControl Industrial technical support services and software for all government contracts. All responsible sources may submit a response which, if timely received, must be considered by the agency. Interested vendors may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. ET on 28 June 2023. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. This notice of intent is NOT a Request for Quotation (RFQ) for competitive quotes. Oral communications are not acceptable in response to this notice. Interested parties may submit any information for consideration by the Government to the Contract Specialist: Brianna.Riffle@uscg.mil and the Contracting Officer: Mark.A.Rushing@uscg.mil with solicitation number referenced in the subject line.
