- Notice of Intent to Sole Source In accordance with FAR 6.302-1, 10 USC 3204 The Naval Medical Readiness Logistics Command (NMRLC) intends to award a sole source contract under the authority of FAR 6.302-1 to NexAir, Jacksonville, Florida 32209, for the Navy Drug Laboratory, Jacksonville, FL that requires delivery of ultra-high purity helium and ultra-high purity nitrogen gases for confirmatory testing using gas chromatography mass spectrometry. The Contractor shall deliver pressurized vessel(s) that meet the requirements of the SOW. Prior to delivery and upon arrival at the Navy Drug Screen Laboratory, Jacksonville (NDSLJAX), the NDSLJAX point of contact shall be contacted by the delivery personnel. The Naval Submarine Medical Research Laboratory (NSMRL) has a requirement for research support services to be provided at NSMRL, Groton, CT, and its collaborating institutions. The research conducted at NSMRL provides human-centric research solutions, aligned with the Submarine Force strategic direction, to sustain superiority in the undersea domain.� The Navy Drug Screening Laboratory Jacksonville, Florida (NDSLJAX) has a requirement to purchase specialty gases, Helium and Nitrogen, that will be used in Gas Chromatography and Liquid Chromatography equipment to test urine for drug abuse. Gases are required to be 99.999% �purity.� Need:� The contractor will provide weekly delivery of gases to the Navy Drug Screening Laboratory, Naval Air Station Jacksonville, FL (NAVDRUGLAB, JAX). Rental charges will apply to each tank monthly, to include the weekly delivery charges. The Contractor shall ensure the bulk gas cylinders meet appropriate over the road transportation standards. Cleanliness levels of bulk gas cylinders and assemblies must be maintained to meet gas purity standards of SOW. The contractor shall ensure the bulk gas cylinder connection fitting is the standard CGA 580 for the gases in this SOW. NDSL-JAX will provide the male coupling to connect to the manifold systems. The Contractor shall ensure that for each delivery the following factors are accounted for: a. Sufficient resources to meet the stated delivery date from the point of origin to the ultimate destination. b. Meet appropriate road transportation standards. c. Personnel possesses credentials to enter the facility. d. always Conduct the delivery with safety. e. Inform NDSL-JAX personnel of any issues or concerns prior, during, or after delivery. The Contractor shall deliver the compressed nitrogen six packs, ultra-high purity helium cylinders and ultra-high nitrogen cylinders. Gases are delivered weekly on a replenishment basis on a Tuesday by 1300. Rental charges will apply to each tank monthly to include the weekly delivery charges. The estimated award date is 01 August 2023. This Notice of Intent is not a request for competitive proposals and no solicitation document exists for the requirement.� Sources interested in responding to this notice are required to submit a capability statement that includes management, technical data, and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work.� All capability statements received by the due date of this notice will be considered by the Government.� A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response.� A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract.
