Description
The Department of State intends to procure, on a noncompetitive basis from Roshel Inc., the items described below in support of Bureau of International Narcotics and Law Enforcement Affairs (INL) programs. This notice is not a request for proposals and a solicitation will not be available. This acquisition will be conducted under the authority of FAR 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). Required Products and Services 1. One Hundred and Ninety (190) Mine Resistant Ambush Protected Vehicles (MRAPs) meeting the following minimum specifications: Ballistic Certification: STANAG 4569 level 2 Mine Blast Certification: STANAG 4569 level 2a and side explosion (IED) of 15 kg TNT. Preferably built on a Ford F450 � F650 chassis. This requirement is due to the familiarity of host-country personnel and availability of replacement parts. Engine designed to utilize high-sulfur diesel. Approximately 330 HP Torque of at least 750 lb-ft at 2000 rpm Seating capacity for 6 � 10 passengers All-wheel drive Military-grade tires. Rims with RunFlat inserts. Operational range of at least 600 km At least 5 gunports (two on each side and one at the rear) Roof hatch with 360-degree rotating turret 2. Spare parts packages for MRAPs: Transparent armor and tires. 3. Operations and maintenance training Final delivery must take place no later than 90 days after receipt of award. The 90-day delivery timeframe includes the time required to obtain export licenses if these are required. Partial deliveries are expected. The Government expects to contract on an FOB Origin basis. Basis Based on market research conducted by the Department, Roshel Inc. is the only company capable of delivering compliant products within the established delivery timeframe. Delivery within the required timeframe is critical to INL to provide to the Ukrainian State Border Guard Service (SBGS) and the National Police of Ukraine (NPU) which will help them conduct law enforcement operations and maintain border security, contributing to Ukraine�s internal security.� Ukraine is currently the most mined country in the world with the Ministry of Internal Affairs estimating that 174,000 square kilometers of land are contaminated by mines and unexploded bombs. �This purchase will improve the safety of law enforcement officers operating in this environment, providing protection from landmines, other explosive remnants of war, and armed ambushes by hostile criminal, sabotage, and reconnaissance groups.� Submission of Capability Statements Responsible sources may submit a capability statement which shall be considered by the Department. However, the determination to compete this requirement or move forward with a non-competitive procurement based on responses to this notice is solely within the discretion of the Government. The capability statement must include, at a minimum, the manufacturer name and model, complete vehicle specifications (to include ballistic and blast certifications), estimated pricing, the proposed delivery timeframe for the 190 MRAPs and associated spare packages and an explanation of the company�s capability to deliver within the required timeframe. To be considered, responses to this notice must be received by the Department no later than 11:00 am ET time on July 7, 2023. Responses and questions, if any, must be submitted via email to FernandezJM@state.gov. Telephone inquiries will not be accepted nor acknowledged. Any information submitted in response to this notice is strictly voluntary. The Government will not pay for costs incurred in responding to this notice.
