Description
Interested Offerors: Questions & Answers (Q&A) resulting from Screening Information Request (SIR) Number 693KA9-23-R-00012 posted in SAM.gov on July 12, 2023.� The Notice ID is ASH_BusinessTeam_SupportServices. Question 1: Can you provide the clearance level requirements for each labor category in Section B, Supplies/Services & Price/Cost?��Which are required to have TS and which require TS/SCI?� Answer 1: There is no requirement for�a TS or TS/SCI. The only requirement would be for a public trust clearance. Question 2: Under Part I- Section F.4 Place of Performance, it states, "" An undisclosed FAA Primary Alternate Facility (PAF) - This site maintains systems that have been described in previous sections of the SOW. It is required that the Contractor provide onsite support for this facility. Personnel at this site are required to hold a TS or TS/SCI clearance at the discretion of the FAA. Personnel must also be able to travel to various classified locations within a 150-mile radius of Washington, DC. These sites will also require a TS clearance and SCI level access."" Answer 2: Response: There is no requirement for�a TS or TS/SCI. The only requirement would be for a public trust clearance. Question 3: Can you provide the clearance level requirements for each labor category in Section B, Supplies/Services & Price/Cost? Answer 3: here is no requirement for a TS or TS/SCI. The only requirement would be for a public trust clearance. Question 4: Which labor category under Part I- Section B,�Supplies/Services & Price/Cost would be expected to accomplish Task�6 - C3 Business Team Support: Documentation Support, in the Statement of Work? Answer 4: It will be the Contract Specialist or Administrative assistant. Question 5.� What tasks will be assigned to the 3 positions listed under Part I - Section B Supplies/Services & Price/Cost, for CLIN 0001 - Base Period? Answer 5:� All three positions will be assigned work under Tasks 2 (Program and C3 Support), 3 (Business Plan Objectives), 4 (Program Administrative Support), 7 (Documentation Support), and 8 (Graphic Support).�������� Question 6:� In Section L.16.1 Factor 2 item #2 Key Personnel, the solicitation states, �The proposed Key Personnel must be employed by the prime contractor or must provide a signed and dated Letter of Intent indicating that they will be available for employment within three (3) weeks of contract award.� Could the government please clarify that the Key Personnel must be employed by the Offeror�s team within 3 weeks of award date?� Answer 6: Letters of intent are expected to include a statement of availability within three weeks of contract award. However, the Government expects the successful contractor�s employees will be available for work on the contract 6 weeks after contract award, or when the contract is anticipated to start if the contract is awarded early. Question 7: The RFP states, ""Identify as to whether or not you are an Economically Disadvantaged, Women-Owned Small Business (EDWOSB) and a copy of your SBA 8(a) certification letter, if applicable."" The SAM solicitation states ""The award will be set-aside and competed exclusively award among Economically Disadvantaged Women-Owned Small Business (EDWOSB) that are either certified by the SBA or by a third-party certifier approved by the SBA and are eligible under the WOSB Program."" Will the government remove the requirement to submit a copy of your SBA 8(a) certification letter and add a copy of your SBA EDWOSB certification letter? Answer 7: The government will not remove the requirement to submit a copy of your SAB a(a) certification Letter.� Please submit your SBA EDWOSB Certification Letter.�
