Description
*09 August 2023 Update: An update has been made to the 2nd PSC entitled, Artificial Intelligence (AI) Contracting and Planning Naval Information Warfare Systems Command (NAVWAR) and Naval Information Warfare Centers (NIWC) Atlantic and Pacific announce the Information Warfare Research Project (IWRP) Consortium Virtual Industry Day hosted by Advanced Technology International (ATI), the IWRP consortium management firm, on Wednesday, August 23, 2023 from 1100 to 1700 EST. The event will include technical briefs, and one-on-one break-out sessions with scheduled IWRP consortium members. Technical briefs presented during the IWRP Consortium Virtual Industry Day will include a variety of information warfare focus area topics. It is anticipated that the topics will be the basis of upcoming Requests for Prototype Projects (RPPs) to IWRP consortium members. This is not an RPP and is intended for planning purposes only. A project will not be awarded from this announcement. In order to obtain more information regarding the below projects, you must be a member of the IWRP consortium. For more information on becoming an IWRP consortium member, please visit https://www.theiwrp.org. The purpose of this announcement is to provide members of the IWRP consortium, and industry in general, advanced notification of government intent. The government anticipates soliciting one (1) Request for Prototype Project (RPP) for white papers, enhanced white papers or full proposals via N65236-22-9-0001. RPP topics will include a technical brief and one-on-one break-out sessions. The RPP topic consists of the following: 1.23-LANT-1873 NAVSEA Navy Maritime Maintenance Enterprise Solution Strategic Planning and Forecasting (NMMES-SPF): The government is seeking a state-of-the-art analytical tool to produce the necessary analysis for today's data-driven decisions the Navy needs to make when it comes to improving ship maintenance and performing strategic analysis. Improving on-time completion in our public shipyards remains a challenge. Our ability to strategically plan and forecast workload to workforce is critical to building the right requirements and asking for the right budget. The Government will be presenting two (2) Pre-Solicitation Collaborations (PSCs), which will include a short brief and one-on-one breakout sessions. The PSC topics consist of the following: 1.Next Generation Durable Application Platform: The government is seeking a mock set of application hosting environments which will include clusters that should be representative of tactical edge constraints. This includes the creation of mock applications and services, as well as mock ""logical single source of truth"" (a clustered networked data store that includes physical device spanning). Compute clusters that can be demonstrated in hardware agnostic environments (public cloud, edge compute), allowing flexible deployment cases of value to the government. 2.Artificial Intelligence (AI) Contracting and Planning: Naval Supply Systems Command (NAVSUP) seeks to develop and deploy an AI-powered contract and planning solution that will provide Navy leadership with automated, data-driven, highly accurate buy-and-repair recommendations to replace existing primarily manual process of reviewing multiple references of data. This solution will result in NAVSUP's ability to bundle spare-and-repair requirements, as well as, recommend long-term contracts to help alleviate the heavy workload of contracting officers. This solution must work with existing government systems, integrate with the Naval Sustainment System (NSS) supply program, provide users a user-friendly interface requiring no software installation on user devices, require no AI/technical skills from users and automate generation of accurate bill of materials (BOMs) in formats easy to ingest into other NAVSUP artifacts and products.
