- CONSERVATION TREATMENT TO MUSEUM GLASS PLATE NEGATIVES, EBLA SOURCES SOUGHT 140P8323Q0005 1. Introduction: THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY- This Source Sought is solely for information and planning, as a means for the government to conduct market research, identifying interested parties and their capability to determine whether to solicit the requirement as full and open or as a small business set-aside. The purpose of this project is to provide conservation treatment and stabilization of glass plate negatives from the Ebey's Landing National Historical Reserve (EBLA) museum collection by a qualified conservator. All objects are located at EBLA on Whidbey Island, Coupeville, WA. The 125 glass plate negatives may have one or all of the following conditions: cleaving binder, loss of image, water damage, mold damage, or broken plates. Conservation and stabilization treatments shall be carried out by a professional conservator with demonstrable knowledge of historical photograph preservation. This conservator must also perform work according to principles and practices outlined in the Code of Ethics and Standards of Practice of the American Institute for Conservation and qualifications at Code of Ethics and Guidelines for Practice (culturalheritage.org) or https://www.culturalheritage.org/about-conservation/code-of-ethics. Responses to this Sources Sought will be considered and will help the Government dictate a path forward. All business categories will be considered to include small and large businesses. 2. Place of Performance: At a fully equipped conservation facility. This project addresses conservation of 125 glass plate negatives, a historical photograph type that is especially difficult to treat because the photographic emulsion can peel right off the glass (noted as ""cleaving binder"" in the attached conservation survey). Almost all the negatives requiring treatment in this project will need re-adhesion of the emulsion to the glass surface. The re-adhesion requires use of hazardous chemicals with adequate ventilation. Treatment of these materials is usually carried out in a full conservation lab setting with fume hoods to ensure the safety of the conservator using solvents and chemical adhesives. It is unknown whether this type of facility/lab is typically available from small businesses vs. large businesses, which is why this notice is issued, to help us decide how best to set this acquisition aside based on interested parties responding with their capability statements describing the conservation facility/lab. 3. Disclaimer: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. An organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization capability to perform the work and business size. Respondents are advised that the Government is under no obligation to acknowledge the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a solicitation may be published online at the Contract Opportunities website at www.sam.gov. Responses to this notice will not be considered adequate responses to a solicitation. 4. Contractor Capability: Providing a professional conservator with demonstrable knowledge of historic photograph preservation to conserve and treat 125 glass plate negatives. Describe the conservation facility/lab where the work would be performed. 5. State organization/business size, based a pre-determined size standard for a NAICS code. The U.S. Small Business Administration (SBA) establishes the small business size standard which is the largest that an organization/business/concern can be and still qualify as a small business. The list of size standards is matched to industries described in the North American Industry Classification System (NAICS), expressed in either millions of dollars or number of employees. Size standards are the average annual receipts or the average employment of a firm. The NAICS code for this project 711510, Independent Artists, Writers, and Performers (includes conservators), with an associated small business size standard of $9M. Interested parties shall include whether they meet or exceed the size standard of $9M as part of their response to this notice. 6. Response to Sources Sought: Interested contractors must be currently registered (or be able to register prior to any future award) in the System for Award Management (SAM) at the official SAM website at www.sam.gov (SAM registration is FREE - there is no cost to use SAM). Interested contractors able to perform the type of work described above are encouraged to PROVIDE THEIR COMPANY OR ENTITY NAME, ADDRESS, 12 CHARACTER ALPHANUMERIC UNIQUE ENTITY ID (UEI) CODE, CONTACT INFORMATION (phone and email) FOR PRIMARY POINTS OF CONTACT, AND ANY RELEVANT INFORMATION DEMONSTRATING THEIR CAPABILITY TO PERFORM THE WORK to the NATIONAL PARK SERVICE, and BUSINESS SIZE PER NAICS 711510 WITH SIZE STANDARD OF $9M.
