The U.S. Government is conducting market research only to determine the availability of qualified sources capable of providing Home Sleep Study Testing Services. Potential Contractors are invited to provide a response via e-mail to Contract Specialist at ross.byrne@va.gov by Aug 25, 2023 11:00 am (PT). Responses will be used to determine the appropriate strategy for a potential acquisition. Please clearly identify any information your company considers sensitive or proprietary. This notice is issued solely for information and planning purposes - it does not constitute a Request for Quotation (RFQ), or a promise to issue an RFQ in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, or proposals at this time and will not accept unsolicited quotes in response to this sources sought synopsis. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ, if any is issued. BACKGROUND: The Portland VA Medical Center, Portland Oregon, has a requirement for a Contractor to provide Home Sleep Study Testing Services. Please see draft Statement of Work below for requirements. This is a Brand Name or Equal procurement. NAICS: 621610 (Home Health Care Services) Interested potential Contractors please provide the following. 1) Company Name, address, point of contact, phone number, email address, and DUNS Please indicate business size: Small Disadvantage Business (SDB)____ 8(a)____ Historically Underutilized Business Zone (HUBZone)____ Service-Disabled Veteran-Owned Small Business (SDVOSB)____ Veteran-Owned Small Business (VOSB)_____ Economically Disadvantaged Women-Owned Small Business (EDWOSB)_____ Women-Owned Small Business concerns (WOSB)_____ Small Business_____ Large Business_____ Please state if you possess a Federal Supply Schedule (FSS) for these services______. 2) Please submit a brief capability statement (maximum two pages) with enough information to demonstrate to the Veterans Affairs that your company can meet the Home Sleep Study Testing Services salient characteristics as required in the Draft Statement of Work below. **Draft Statement of Work** Contract Title: Home Sleep Study Testing Services Background: The VA Portland Health Care System (VAPORHCS) is seeking a five year Indefinite Delivery Indefinite Quantity contract. The American Academy of Sleep Medicine (AASM) and the VA Prioritization for Expanding Outpatient Consultations, Procedures, and Appointments recommend use of completely disposable home sleep testing. VAPORHCS does not currently own any completely disposable devices. VAPORHCS anticipates continued and increased emphasis for home sleep testing as we transition clinical programs involving greater use of alternatives to face-to-face medicine. The pertinent excerpt of the referenced communication is below: Non-urgent pulmonary/sleep procedures should be deferred to minimize unnecessary risk to patients. These include, but are not limited to pulmonary function testing, 6-minute walk tests, methacholine challenge testing, surveillance bronchoscopy, in-person pulmonary rehabilitation, lung cancer screening, and polysomnography. Providers should consider empiric treatments and alternative diagnostic modalities that do not require in-person visits (e.g. home sleep apnea testing) while these procedures are deferred. To assist as we shift to alternatives to face-to-face clinical care, the contractor shall provide the VAPORHCS as ordered, direct to home disposable sleep studies to our Veteran population through a mail order service known as WatchPAT Direct. The contractor shall prepare a WatchPATOne kit per the instructions of the sleep provider and then ship it to the patient. The contractor shall provide phone service to support the Veteran in the use of the WatchPAT kit on the scheduled test day in order to review test instructions. After the patient completes the test in their own home, the data from the device is uploaded to a VA approved cloud -based platform for interpretation by VA providers. The device is completely disposable, does not require Personal Protective Equipment (PPE), and does not incur risk to Veterans or VA staff. The Government estimates 2,000 WatchPatOne Direct & WatchPatOne Direct Services per year. Amounts are estimates only and are not guaranteed, quantities will be listed on funded task orders as needed. Scope: The portable purchased units will be shipped directly from the Contractor to the patient with 24/7 Contractor support to the patient. The patient wears the device on the wrist and upon completion of the test the data is sent via the patients previously downloaded phone app to a secure portal for VA physician review. The device is disposable per Contractor. Minimum Salient Characteristics: WATCHPATONE via WATCHPAT DIRECT is a diagnostic home sleep apnea test that utilizes the Peripheral arterial signal (PAT). It measures up to 7 channels (PAT signal, heart rate, oximetry, actigraphy, body position, snoring and chest motion) via three points of contact. Within one minute post study, the raw data is downloaded and auto scored identifying all types of apnea events. Sending the HSTs to patients home, providing 24 hour assistance, also will provide help with scoring the studies. These disposable systems will allow the VA to decrease the waiting time for studies, will ease the veterans that live far away by having them shipped to their homes, will require no PPE, and will not incur infectious risk to other Veterans. Specific Tasks: Direct mail to patient will be conducted from contractor. Address listings will be provided by the VAPORHCS to contractor point of contact, ____________. Results will go to VAPORHCS Sleep Medicine Clinic Director XXXXX. Task 1 - Enterprise Management Controls. Subtask 1 - Integration Management Control Planning. Provide the technical and functional activities at the required level for integration of all tasks specified within this SOW. Include productivity and management methods such as quality assurance, progress/status reporting and program reviews. Provide the centralized administrative, clerical, documentation and related functions. Subtask 2 - Contract Management. Prepare a Contract Management Plan describing the technical approach, organizational resources and management controls to be employed to meet the cost, performance and schedule requirements throughout Contract execution. Task 2. Consultation sheet of patient to Pulmonary Dept for patient to be tested. 1) Sleep Study Interpretations - digital 2) Monthly Itemized Invoice OB 10 Tungsten IPPS 3) Sleep Study Results - Verbal / Written CPRS see deliverable schedule details at bottom of statement of work. Subtask 1. VA address listing provided to Contractor to send wristband (WatchPATOne Direct) to patient with instructions for proper usage. Subtask 2. Patient push button indicating sleep study complete to forward report to Pulmonary Dept, VA. Portable band is discarded by patient after test. Invoicing: Invoices will be electronically submitted to the Tungsten website at https://www.tungsten-network.com/us/support/ Tungsten direct vendor support number is 877-489-6135 for VA contracts. The VA-FSC pays all associates transaction fees for VA orders. During implementation (technical set-up) Tungsten will confirm your Taxpayer ID number with the VA-FSC. This process can take up to 5 business days to complete to ensure your invoice is automatically routed to your Certifying Official for approval and payment. In order to successfully submit an invoice to VA-FSC please review How to Create an Invoice within the how to guides. All invoices submitted through Tungsten to the VA-FSC should mirror your current submission of Invoice, with the following items required. Clarification of additional requirements should be confirmed with your Certifying Official (your CO or buyer). Security Requirements: From VA Project Special Forces: This acquisition has been reviewed and is categorized as a Software-as-a-Service (SaaS) by PSF. Additionally, no VA Enterprise Center (VAEC) or Technical Reference Model (TRM) approval is required. Critical Decision 1 approved on 4/22/2020 VIPR #: V20-04292-001. This SaaS Product processes: No VA Data SaaS product has no direct connections or interfaces to VA systems or network. Users consent to share their data (which may include PII and PHI) directly with the SaaS provider. SaaS provider must have published terms and conditions for user consent. VA providers access data in a view-only mode, or with limited functionality per the user s consent. All data processed by SaaS provider shall be owned by SaaS provider/user. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI): VA logs into contractor ITAMAR Watchpat One Direct Database Hospital and Specialty Medicine Service Line, Pulmonary Dept, Sleep Study Administrative Staff gives information, Pulmonary Department -Pulmonologist gets the results. There will be no GFE or GFI based on contactor sending disposable sleep study device via direct mail to patient. Packaging, Packing and Shipping Instructions: Direct shipping to the patient is implicit. The packing slip will be received by the patient. Must include return shipping instructions and postage.
