Description
This notice is a combined synopsis/solicitation for commercial items using Simplified Acquisition Procedures. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 �Streamlined Procedures for Evaluation and solicitation for commercial Items,� as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. The Solicitation number is RFQ-NIAID-23-2178665 and the solicitation is issued as a Request for Quotes (RFQ). This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-04 dated 6/02/2023.� The North American Industry Classification System (NAICS) code for this procurement is 811210 �Electronic and Precision Equipment Repair and Maintenance. The requirement is being competed as a full and open competition, without a small business set-aside. The National Institute of Allergy and Infectious Diseases (NIAID)�s Vaccine Research Center (VRC) (collectively �Program�) is engaged in research that facilitates the development of effective vaccines for human diseases. Program seeks to apply structural biology to develop effective SARS-CoV-2, HIV-1, and Lassa vaccines. Towards this end, Program has been using scientific equipment such as the Cytiva Biacore T200 and S200 equipment to develop vaccine immunogens that elicit broadly neutralizing antibodies against these viruses. A maintenance agreement is needed to keep this equipment in good running order. The National Institute of Allergy and Infectious Diseases (NIAID) has a requirement for the following services: The maintenance services are for the following: Biacore S200 Processing Unit; Serial 29136649-2099892; Article #29304515 Biacore T200 Processing Unit; Serial 28975001-1459487; Article#28991570 Coverage is to include the following: -Unlimited Service Repair Coverage -Prioritize Field Team Response -One (1) Onsite PM Visit per Instrument The annual preventative maintenance visit and access to an online support center for instrument maintenance support and advice.� Preventative Maintenance includes a full system diagnostic using Cytiva exclusive software, and critical parts exchange to keep the instrument in optimum working condition. NIAID�s preventative maintenance visit will be prescheduled at the time of award. A OptiRun engineer is to be dispatched to perform the work on a date and time convenient when NIAID�s preventative maintenance is due. All repair costs for travel, labor, and parts are billable, so a purchase order will be required for any onsite repairs. NIAID will qualify for a priority response for any emergency repairs.������������ ����������� Delivery Date or Period of Performance: Period of performance is 09/01/2023 to 02/29/2024 Place of Performance or Delivery Location: Delivery/performance in Bethesda, MD 20814. Only one award will be made as a result of this solicitation.� The government intends to award a �firm fixed price� purchase order to the responsible contractor as a result of this RFQ that will include the terms and conditions set forth herein.� The award will be based on the technical capability to meet the requirements and price.� NIAID will evaluate quotes to determine the best value to the government.� NIAID will evaluate price only for those quotes, which are rated as technically acceptable. In the event quotes are evaluated as technically equal, price will become a major consideration in selecting the successful Offeror.
