- THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation for bids, proposals, proposal abstracts, or quotations. The purpose of this Sources Sought Notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. The responses received from interested contractors will assist the Government in determining the appropriate acquisition method. The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 20, is conducting market research to identify potential sources which can provide the following services for the Vancouver, WA, VAMC and Portland, OR VAMC: The Vancouver VAMC has many electrical meters which are used to monitor the health of the electrical system. The existing meters are no longer supported by Schneider Electric, inc. and need to be replaced. This is a turn-key acquisition contract for replacement of Schneider Electric Power Logic electrical meters. Potential candidates having the capabilities necessary to provide the above stated services are invited to respond to this Sources Sought Notice via e-mail to `Craig Brown at craig.brown7@va.gov no later than 31 Aug 2023, 3PM Pacific. No telephone inquiries will be accepted. SCOPE: The Contractor/Vendor shall furnish the necessary personnel, material, equipment, materials, supervision and facilities (except as otherwise specified), to perform the Statement of Work. The Vancouver VA has (11) PM 870 s Switchgear Meters-Circuit Breakers Provide replacement meters per manufacturer s recommendation as necessary, parts and labor. Reuse existing switchgear enclosures, CT s, wiring, etc. All electrical outages, and switchgear lineups, will be arranged and performed by VA staff. Period of performance will be ( FY ) beginning Oct 1st, 2023, to January 1st, 2024, or 90 days from period of commencement. A site visit can be planned for a visit to Vancouver, Building 1, 11, 12, 15, and 18. However, if necessary, the Contractor is encouraged to inspect the sites where the work is to be performed to satisfy themselves regarding all general and local conditions that may affect the cost of contractor s performance. The Portland VAMC has many electrical meters which are used by the supervisory control and data acquisition system ( SCADA ) to control the electrical system. The meters are no longer supported by Schneider Electric, inc. and need to be replaced. This is a turn-key acquisition contract for replacement of Schneider Electric Power Logic electrical meters. SCOPE: The Contractor/Vendor shall furnish the necessary personnel, material, equipment, materials, supervision and facilities (except as otherwise specified), to perform the Statement of Work. The Portland VA has (21) PM 870 s, (2) CMT3000 s, and (2) CMT4000 s Switchgear Meters-Circuit Breakers. Provide replacement meters per manufacturer s recommendation as necessary, parts and labor, to maintain SCADA system operational. Reuse existing switchgear enclosures, CT s, wiring, etc. All electrical outages, and switchgear lineups, will be arranged and performed by VA staff. SCADA system will be left in complete working order. Period of performance will be ( FY ) beginning Oct 1st, 2023, to January 1st, 2024, or 90 days from period of commencement. A site visit can be planned for this service for Portland Building s 100, 103/104, and Building 101. However, if necessary, the Contractor is encouraged to inspect the sites where the work is to be performed to satisfy themselves regarding all general and local conditions that may affect the cost of contractor s performance. RESPONSES SHOULD INCLUDE THE FOLLOWING INFORMATION: company name, address, and business size; point of contact name, phone number, and e-mail address; capability statement and if the services are available on a current GSA Federal Supply Schedule contract. The Government may or may not issue a solicitation as a result of this announcement. There is no solicitation available at this time.
