Description
This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101(a)(2) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source contract pursuant to 10 U.S.C 2304 (C)(1), as implemented by FAR 6.302-1(a)(2) and 6.301-1(c), only one responsible source and no other supplies or services will satisfy agency requirements, and brand-name descriptions. The Department of Veterans Affairs Medical Center located at 150 South Huntington Avenue, Boston, MA 02301 has a requirement Nikon AX Service Agreement. The Government intends to award a firm-fixed-price sole source contract. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. this notice of intent is not a request for competitive proposals. This is a written notice to inform the public of the Governments intent to award on a sole source basis. Interested parties may identify their interest and capability to respond to the requirement. Any response to this notice must show clear and convincing evidence that competition will be advantageous to the Government. This notice will close on September 5, 2023, at 2:00 PM Eastern Standard Time (EST) Statement of Work for Nikon Microscope Service Contract FY23Q4 A. GENERAL GUIDANCE 1. Title of Project: Nikon Microscope Service Contract Transaction Number: TBD 2. Scope of Work: Nikon will continue to provide on-site preventative maintenance for the AXR microscope that is currently in the PTSD BB lab. The microscope has the largest field of view, fastest acquisition, and the most microscope lines of any of our microscopes allowing us to image tissue roughly 10 times faster than our previous systems. Use of the Nikon microscopes is necessary to evaluate tissue in 3 dimensions and understand the pathophysiology of PTSD. 3. Background: The PTSD BB purchased the AXR from Nikon in 2022. The first year of preventative maintenance was included in the purchase of the AXR. This contract will allow Nikon to continue to provide preventative maintenance services on the microscopes. 4. Performance Period: The anticipated period of performance for the base year of this agreement is 9/29/2023-9/28/2024. 5. Type of Contract: This is a firm fixed price service contract with option years. B. CONTRACT AWARD MEETING No kick-off meeting will be required. C. GENERAL REQUIREMENTS Nikon will provide on-site preventative maintenance on microscopes in the PTSD BB lab. D. SPECIFIC MANDATORY TASKS AND ASSOCIATED DELIVERABLES Preventative maintenance on microscopes as needed. E. EVALUATED OPTIONAL FEATURES N/A F. SCHEDULE FOR DELIVERABLES N/A G. CHANGES TO THE STATEMENT OF WORK Changes to the SOW must be approved by Dr. Huber (PI), Olivia DeJoie (COR), and the Contracting Officer. H. REPORTING REQUIREMENTS N/A I. TRAVEL Nikon personnel will come on site to perform preventative maintenance. J. GOVERNMENT RESPONSIBILITIES N/A K. CONTRACTOR EXPERIENCE REQUIREMENTS Qualifications of Key Personnel Dr. Bertrand Huber at the PTSD BB lab will oversee use of the microscopes and schedule preventative maintenance as needed. L. CONFIDENTIALITY AND NONDISCLOSURE Nikon shall comply with all rules and regulations regarding this order. CONTRACTOR PERSONNEL SECURITY REQUIREMENTS This contract does not involve sensitive information or PHI, and the equipment will not be connected to the VA network. Contractor personnel will be on site for preventative maintenance.
