- THIS IS A SOURCES SOUGHT NOTICE ONLY. �THIS IS NOT A FORMAL REQUEST FOR PROPOSAL (RFP) OR REQUEST FOR QUOTATION (RFQ) AND DOES NOT COMMIT THE NATIONAL INSTITUTE OF STANDARDS AND TECHNOLOGY (NIST) TO AWARD A CONTRACT NOW OR IN THE FUTURE The purpose of this notice is to assist the government in determining if there are any domestic sources manufacturing/producing microwave digestion systems and filling stations. � NIST does not intend to award a contract on the basis of this notice or otherwise pay for information requested. �No entitlement or payment of direct or indirect costs or charges by NIST will arise as a result of the submission of responses to this notice and NIST�s use of such information. There will be no question-and-answer period associated with this Sources Sought Notice. NIST is seeking responses from all responsible sources, including large and small businesses, capable of providing a domestically manufactured microwave digestion system and optional filling station. Microwave Digestion System �System Requirements�: ��� �off-the-shelf benchtop system designed for digestion of laboratory samples. ��� �a design that exposes all reaction vessels simultaneously to identical temperature and pressure conditions, often described as a rotor-less or single reaction cell type design. ��� �compatible with aggressive mixtures such as aqua regia, hydrogen peroxide, concentrated hydrochloric acid, concentrated nitric acid, concentrated hydrofluoric acid, concentrated sulfuric acid, and concentrated perchloric acid. ��� �able to digest different sample types (e.g., soils, botanicals, foods, metals, biological material, and refractory metals) and different acid mixtures simultaneously (in the same cycle) Sample Handling/Monitoring: ��� �have simultaneous, active measurement and control of the maximum pressure in all vessels and the measure pressure at intervals shorter than or equal to ~1000 ms.� ��� �have a maximum working temperature up to 300�C and a maximum working pressure of 199 bar. ��� �have a reaction chamber cooled by a closed-loop water cooling system (cooling from 300�C to 80�C in approximately 15 mins.) ��� �accommodate both polytetrafluoroethylene or quartz vessels, usable up to a maximum temperature of 260�C for PTFE vessels and 300�C for quartz vessels. � ��� �not require tools and assembly each time the system is used. Safety Related Features ��� �acid-resistant and corrosion resistant parts if exposed to caustic vapors released during digestion, hardware and software interlocks. ��� �mechanism for safely dispensing with toxic or caustic gases or vapors generated during digestions if reaction vessels vent in an unplanned manner. Software ��� �tablet or smart touch screen equipped with intuitive software, a pre-loaded catalog of application methods, user manuals, the ability to extract and export data, and the ability to connect for remote control using an app on mobile phone or electronic notebook. Accessories ��� �Multiple sets of digestion vessels provided in quartz and PTFE. �Each set of vessels furnished with a rack which allows the vessels to rest securely in an upright position for addition of samples and reagents� ��� �the following sets of digestion vessels with a single set in quartz and a single set in PTFE o�� �Set 1: �sample vessels that can hold a minimum of 2mL of a sample+digestion mixture and are a configuration that at minimum 26 vessels can be digested in a single run o�� �Set 2: �sample vessels that have a routine filling volume of 10 to 15mL and that are of a configuration that 15 to 20 vessels can be digested in a single run o�� �Set 3: �sample vessels that can hold 20mL of a sample+digestion mixture and are of a configuration that 5 to 10 vessels can be digested in a single run. �If vessels can hold more than 20mL, this is acceptable, but must not suffer performance issues with 20mL volumes ON-SITE INSTALLATION AND TRAINING REQUIRED WARRANTY: �MINIMUM 3-YR. OPTION Automated reagent filling station capable of managing up to 6 reagents at a time, with touch screen terminal and software and is compatible with the digestion vessels outlined above� The small business size standard for the applicable NAICS code of 334516 (Analytical Laboratory Instrument Manufacturing) is 1,000 employees. � In order for an interested responsible source to clearly convey their capability to fulfill the above-identified need, they MUST SUBMIT the following information: 1.�� �Company name, address, unique entity ID (UEI), CAGE Code, Point of Contact (PoC) information 2.�� �Brief narrative providing evidence of the ability to provide a domestically manufactured microwave digestion system and optional filling station� 3.�� �Description of the company�s previous experience providing domestically manufactured microwave digestion systems and filling stations 4.�� �Any published pricing 5.�� �Current socioeconomic status of your company including applicable North American Industrial Classification System (NAICS) codes� 6.�� �An indication of whether your company currently has active registration, including completed on-line representations and certifications (FAR Report), at the System for Award Management (www.sam.gov) website. � 7.�� �Indication of whether the instruments described in this Notice are currently available via a GSA Multiple Award Schedule (MAS) contract, a Governmentwide Acquisition Contract (GWAC), or other Governmentwide contract vehicle, and if so the applicable contract number(s)� 8.�� �Any other relevant information that is not listed above which the Government should consider� 9.�� �Microwave Digestion System and Filling Station place of manufacture � 10. Is more than 55% of the microwave digestion system and filling � � � �station manufactured domestically? If not, where are these instruments manufactured? No telephone requests will be honored. �All information provided will become property of NIST and will not be returned. � The synopsis is for informational purposes and is not to be construed as a commitment by the Government. �This is not a solicitation for proposals and no contract will be awarded from this announcement. � No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. �Respondents will not be notified of the results of the Government�s assessment of their submittal for this Notice but may be contacted for additional information. � The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. �Any organization responding to this Sources Sought Notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization�s ability to provide domestically manufactured microwave digestion systems and filling stations. �Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. � Any proprietary, classified, or sensitive information should be presented as an addendum to the non-restricted/non-proprietary information.� All information requested above must be submitted via e-mail to randy.schroyer@nist.gov. �Responses must be submitted not later than the response date for this Sources Sought Notice. �Responses shall be limited to 12 typed pages, including attachments. �
