Description
This is a SOURCES SOUGHT SYNOPSIS and is not a pre-solicitation announcement. The purpose of this Market Research and Sources Sought Notice is to gain knowledge of potential qualified American made products or U.S. Domestic authorized reseller businesses of non-american made products, which could include Small Business, HUBZone, 8(a), Service Disabled Veteran Owned, Women Owned Small Business firms and even Large Businesses. Responses to this Sources Sought Synopsis will be used by the Government in making appropriate acquisition decisions.�� NOAA�s Air Resources Laboratory (ARL) conducts applied research into atmospheric chemistry and transport processes, air-surface exchange, and numerical model development and evaluation. ARL requires the purchase of one trace gas analyzer to measure nitrogen oxides, specifically NO and NO2 (collectively called NOx = NO + NO2), in the atmosphere in a mobile lab and on a research aircraft . This analyzer must be capable of fast response and high sensitivity and must measure both NO and NOx simultaneously via the technique called cavity ring down spectroscopy (CRDS).� The analyzer must be easy to use, reliable, and robust.� These measurements will contribute significantly to the on-going ARL�s research on air quality and atmospheric chemistry. The Atmospheric Sciences Modeling Division of ARL requires the purchase of a Cavity Ring Down Spectroscopy NOx analyzer and a photolytic NO2 converter for atmospheric nitrogen oxides (NOx = NO + NO2) measurement for field deployments on a number of research and monitoring platforms, including fixed ground sites, mobile (instrumented vehicle) platforms, and aircraft platforms. The instrument must be highly sensitive, rugged, robust, accurate, and precise, and must be capable of fast response (1 Hz).� � SPECIAL REQUIREMENTS/ESSENTIAL SALIENT FEATURES: The Government�s requirements for an NO-NO2-NOx analyzer are as follows:�� � Dual channel to measure synchronous true NO, NO2 and NOx. � Fast response, with 1 Hz measurement cycle � Low parts per trillion (ppt) to parts per million (ppm) detection range � Low detection limit ( 90% Residence Time:� < 3 s Operating Flow Rate and pressure:� < 1000 ccm, 300-760 torr Power Requirements:� 90 -260 VAC @ 50/60 Hz, <50W Reduced pressure selective conversion of NO2. Direct replacement for heater metal converters typical of Chemiluminescent NOx analyzers Linear conversion over a wide dynamic range. INTENDED USE/PURPOSE The NO-NO2-NOx analyzer and photolytic NO2 converter are intended to be deployed on an aircraft flying at 70-80 meters per second or on a mobile van moving at 30-40 meters/second.� Even within just a few seconds, the aircraft and mobile van will be traveling a distance of 100 to 200 meters, while the spatial gradients on a scale of tens of meters for air pollutants (i.e., NOx) are desired.� Thus a fast response analyzer and NO2 converter are needed to make high-spatial measurements on the aircraft and mobile van.� An NO-NO2-NOx analyzer and an photolytic NO2 converter with a fast response of 1 Hz are needed. OPERATING ENVIRONMENT Operating environment:� Indoor use Sample Temperature: -10 to 35�C Sample Pressure: 300 to 1000 Torr (or 40 to 133 kPa) Sample Humidity: <90% R.H. non-condensing @35�C Ambient Temperature Range: 10 to 35�C (operating) Ambient Humidity: <80% R.H. non-condensing STANDARD COMMUNICATION AND DATA ACQUISITION OPTIONS USB, and/or RS-232 serial port, and/or Ethernet DELIVERY SCHEDULE: Deliver by 90 days after award. The North American Industry Classification Code (NAICS) is 811310 with a size standard of $ 12.5 M. Interested firms shall provide, in writing, a brief narrative (no more than 3 pages in length) and documentation to support your firm�s capability and experience meeting the requirements herein and include your firm�s name, address, point of contact, telephone number, UEID Number, CCR CAGE Number, business type and size (i.e., small, large, non-profit, educational, etc.). Any response that does not include this information will not be considered. The Government will review your response to determine if your firm has the experience, knowledge and capability to provide the items as specified above. This request for information does not constitute a commitment, implied or otherwise, that a procurement action will be issued. Nor does this request for information constitute a commitment, implied or otherwise, that any procurement action may be issued for the Government�s requirements. No entitlement to payment of direct or indirect costs or charges by the Government will arise because of the submission of contractor�s information. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. All contractors doing business with the Government are required to be registered and active with the System for Award Management (SAM) website.
