Notice of Intent to Sole Source-Cultural Resource Investigation and Section 106 Assistance THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. U.S. Fish and Wildlife Service, Joint Administrative Operations, Acquisition & Property Operations, La Crosse Fisheries Resource Office, USFWS intends to award a firm fixed price sole source contract under the authority of FAR 6.302-1 only one responsible source to: LT LEON ASSOCIATES, INC. 500 East Locust St., Ste. 400, Des Moines, IA 50309-1900 The North American Industry Classification System (NAICS) code for this requirement is 541990, All Other Professional, Scientific, and Technical Services. The object of this sole source award LT LEON ASSOCIATES, INC. is to conduct cultural resource investigation and provide Section 106 assistance on two Upper Iowa River dams in Iowa. for the proposed Upper Iowa River Fish Passage undertaking. FWS requests the assistance of a consultant (architectural historian/archaeologist) for assistance with Section 106 to: 1) conduct a Phase I intensive archaeology investigation of two dam sites on the Upper Iowa River in Winneshiek County; 2) Preparation of SHPO Submittal letters, 3) Consultation Assistance � facilitation/support, 4) Formal Agreement Preparation. LT Leon Associates, Inc. is uniquely qualified to work on this specific project because they are already familiar with all partners associated with this project, have experience regarding the history of dams, and are compliant with the Secretary of the Interior�s Standards and Guidelines for Archaeology and Historic Preservation published in the Code of Federal Regulations, 36 CFR Part 61. This company has provided same/similar services for this project and is the current Iowa DNR contracted project consultant for the proposed undertaking. This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
