Description
The Defense Information Systems Agency (DISA) / Defense Information Technology Contracting Organization intends to negotiate a sole source bridge modification with Ryan Consulting Group Inc. at 7914 N Shadeland Avenue, Suite 200 Indianapolis, IN 46250-2060 to extend the period of performance of the current task order, HHSN316201200092W / HC104722F0206 by six (6) months. The task order HHSN316201200092W / HC104722F0206 expires on 8 September 2023 and DISA awarded a follow-on task order on 18 August 2023. However, on 28 August 2023, a Government Accountability Office (GAO) level protest was submitted, which resulted in the stoppage of the beginning of performance, and the need for this bridge extension. This bridge extension is needed to prevent a break in services and provide continued support for the Defense Contract Management Agency (DCMA) Cybersecurity Support Services Program. The Government will make publicly available the sole source Justification & Approval (J&A) document in accordance with FAR 6.305. The proposed task order modification is required for continued labor support related to Cybersecurity, that includes Cybersecurity Management, Compliance, and Engineering support including services and support related to cybersecurity, including Program Management, Enterprise Risk Management, Compliance Auditing, Plan of Action and Milestone (POA&M) Management, Privacy, Cyberspace Operations Management, Systems Access Controls and Management, Training, Policy, Cyber incident analysis & investigations, forensic analysis & investigations, Engineering, Vulnerability Assessment Management, and Insider Threat Support. At this time, the incumbent contractor Ryan Consulting Group, Inc. is the only source capable of providing all necessary services. Ryan Consulting Group, Inc. currently has personnel with the necessary qualifications to continue to meet the DCMA�s needs for cybersecurity services support. Ryan Consulting Group, Inc. is currently providing the technical expertise and support in sustaining DCMA�s online business tools ensuring availability, reliability, integrity, and security of DCMA Information Technology systems hosted in DCMA and DISA data centers. Ryan Consulting Group, Inc. is providing technical support of enterprise cybersecurity level components of DCMA�s Cybersecurity Service Operations and DISA hosted systems, to include DCMA�s identity protection, access and authorization, security compliance risk management framework support, and security architecture program & projects support. These services provide mission essential support for DCMA Business Applications including migration cyber support to DISA services. These mission critical services ensure that DCMA to provide Department of Defense (DOD) and its acquisition partners uninterrupted access to acquisition data for 225,000 contracts, valued at more than $3.5 trillion, in 15,000 contractor locations worldwide. Due to the GAO level post-award protest filed, Ryan Consulting Group. Inc. is determined to be the only source that can provide the needed services without a break in service. Without the continuation of the current cybersecurity services support from Ryan Consulting Group, Inc., DCMA cybersecurity functions will be negatively impacted and will result in unacceptable delays and potential cybersecurity breaches. � This notice of intent is not a request for competitive proposals. The Government intends to negotiate this proposed bridge modification action with only one source, Ryan Consulting Group Inc., pursuant to the limited source authority of FAR 6.302-1. A determination by the Government not to compete this proposed bridge modification action will be supported by an approved Limited Source J&A.
