- Questions and Answers: When were the most recent annual inspections completed and will the VA provide a copy of these? Last copy I was able to find was dated 04/30/2015. However, in reviewing what I could find it appears that Airgas was doing the annual inspections upon request by the facility. If more updated records can be located, they can be provided. How does the GOV plan to ensure that Offerors/Prime Contractors are compliant with State of Georgia Board of Pharmacy requirements for licensing to distribute/wholesale Medical Grade Oxygen (a prescription drug)? The offeror/contractor would need to provide documentation that they are compliant with state requirements for review and acceptance. Offeror s Liability Insurance There is no mention of offerors being required to have any General Liability Insurance, a common requirement for 325120 Contracts. How is the GOV going to discern that the offeror is properly insured for NAICS 325120 to supply Medical Grade Bulk Oxygen? This is important because there are very few underwriters that will insure small businesses for compressed gases hence the technical requirement to perform is met. Contractors/vendor would need to provide proof that they are any subcontractors is insured to conduct business with compressed gases. For Bulk Oxygen Deliveries, will the GOV allow Vendors 24-Hour delivery access to the tank site? Possibly, but all regularly scheduled deliveries should take place during normal working hours (M-F, 730am -300pm) when staff is present at both tank locations in case of emergency or other issues were a government employee may be needed. In emergency delivery instances it is possible that access would be granted after hours, holiday, weekends, but this will require the vendor to provide an anticipated arrival time so government staff can be present during the delivery if needed. What is the purpose of utilizing Cubic Feet for the Unit/Measure for Bulk Liquid Oxygen when the billable industry standard is per 100/CCF, which page 6 of 18, Para 5.1.7 mentions that quantities listed are per 100 cubic feet? Billing can be billed per industry standard. Please confirm the delivery window for Bulk Oxygen Deliveries. Are deliveries allowed during regular Work Hours or strictly on Fridays? See below for notations in the RFQ: Deliveries can be made during normal work hours as identified (M-F). The Contractor shall be available during normal business hours of 8:00am 3:30pm, Monday Friday, excluding Federal Holidays to meet delivery requirements for non-emergent requests submitted by the government. Current Contract# 36C24719C0019 What is the GOV s rationale for price being the sole evaluation factor for award for a critical hospital function such as Medical Grade Oxygen supply (a prescription drug) for a Veterans Hospital? How will the GOV deem an offeror is technically acceptable to perform the critical level of work required under this contract with no technical or past performance submission requirements? Why not Evaluate via Best Value to ensure the VA receives the best possible offer/service and not just to the offeror with the lowest price? Requirement to be awarded under Simplified Acquisition Procedures in accordance with Solicitation. Offeror will have to meet all qualifications detailed in Statement of Work of Solicitation.
