- Description
- The purpose of this pre-solicitation notice is to notify that Army Contracting Command, 413th Contract Support Brigade (CSB), Regional Contracting Office - Hawaii (RCO-HI) plans to solicit offers for solid waste management services for the Island of Oahu under solicitation W912CN-23-Q-0047.�This notice does not constitute a commitment on the part of the Government, and does not guarantee that an actual solicitation or a contract will be issued. Contractor shall dispose of all commercial, industrial, and community activity waste in accordance with (IAW) all applicable Federal, State, and local laws and regulations. The waste shall be disposed of at a Subtitle ""D Municipal Solid Waste"" (MSW) landfill located in the State of Oahu, HI and approved and fully permitted by the Department of Environmental Management. The Contractor shall pay all applicable fees Solid Waste Management Collection and Disposal / Recycling associated with disposal. Areas include Schofield Barracks, East Range, Helemano Military Reservation, Wheeler Army Airfield, Fort Shafter, Fort Shafter Flats, Tripler Army Medical Center, Makua Military Reservation, Tactical Vehicle Wash Facility, PARC Guest Cabin, Aliamanu Military Reservation and Estimated pick-up per month for recurring refuse services is 2,496 per month. Pick-up ranges from 1 to 6 times per week. For non-recurring refuse services, the contractor must also provide 8 cubic yard containers/dumpsters or roll off type containers with a minimum capacity of 40 cubic yards ranging. Nonrecurring services may range from 1 - 100 days. Recycling - Collection items include paper, cardboard, newspaper, Hi5, Toner, Glass, Plastic, Scrap Metal, Magazines. (Please see attached PWS for additional info) The Government intends to award a Firm Fixed Price (FFP) Requirements contract with Period of Performance (POP) for the base year and four (4) one-year option(s). The contract will be awarded based on the Lowest Price Technically Acceptable (LPTA) offer. The contractor is responsible for providing services in accordance with the Performance Work Statement (PWS), and adhere to all local, and Federal regulations for solid waste management services. This action is a 100% Small Business set-aside. The applicable National American Industry Classification system (NAICS) code is 562111, Solid Waste Collection, with small business size standard of $47 million. The solicitation notice and any/all amendments will be posted and available for viewing and downloading at Federal Business Opportunities at www.fbo.gov. Potential offerors are responsible for monitoring this site for�release of the RFQ package and any amendments. Upon release of the RFQ, potential vendors will be encouraged to submit questions and/or recommendations regarding the terms and conditions of the RFQ and/or the associated documents. All timely submissions will be reviewed and the final RFQ may contain changes as a result of any input received. No paper copies will be issued. All prospective vendors shall be registered in the System for Award Management (SAM) to be eligible for award of a contract. Contractors shall ensure SAM registration is active.
