Site Prep Room 277 for GE Discovery X-Ray Project Number: 650-18-201 36C24123R0177 PURPOSE: This is a pre-solicitation notice synopsizing an upcoming competitive solicitation. This notice satisfies the requirements of FAR 5.201, FAR 5.203 & FAR 36.213-2. DESCRIPTION OF REQUIREMENT: This requirement is for design-build services to provide site preparation efforts to Room 277 in Building One (1) at the Providence VA Health Care System (VAHCS). This requirement is classified under construction as it calls for the alteration of real property. The VAMC Providence intends to procure a new Digital Radiology X-Ray from GE. The procurement is intended to include the design and construction of site preparation needs to assure a complete and functional installation.  It is intended that the new GE Discovery XR656 HD X-Ray be installed in Room 277 of Building 1. It is the intent of this Scope of Work that a contractor/vendor shall provide construction services for site preparation for the installation of the new equipment. This project will provide for construction of utilities services and finishes necessary in the designated locations to allow for the installation of the GE Discovery XR656 HD X-Ray by others. The work shall include, but not limited to, all labor, transportation, materials, apparatus, tools, equipment and permits necessary to provide for the removal of the existing flooring, floor repairs, new flooring, removal of the existing drop ceiling and hard ceiling above that, new ceiling, remounting of existing cassette cooling system, new Unistrut system, and relocation of electrical work, if required. Strict noise and infection control measures shall be followed. Existing life safety systems within Building 1 shall not be impaired at any time during the performance of the work. PERTINENT INFORMATION: Solicitation number 36C24123R0177 will be issued as a Request for Proposal (RFP) for a Design-Build (D-B) contract. This requirement will be solicited in accordance with FAR 36.3, Two-Phase Design-Build selection procedures. Best Value will be achieved through a negotiated acquisition in accordance with the Best Value continuum described in FAR Part 15.101. In accordance with FAR 5.203(a), the solicitation will be posted at least fifteen (15) days after the publication of this synopsis. The solicitation is anticipated to be posted on, or around, 9/15/2023. This solicitation is set-aside for: 100% - Veteran-Owned Small Business (VOSB). The associated North American Industrial Classification System (NAICS) code is 236220 (Commercial & Institutional Building Construction), with a small business size standard of $45.0M. The Federal Supply Code (FSC)/Product Service Code (PSC) is Z2DA (Repair or Alteration of Hospitals & Infirmaries). IAW FAR 36.204, the magnitude of construction is between: $500,000.00 & $1,000,000.00. The contract s Period of Performance (POP) is 120 calendar days, starting from the date the Notice to Proceed (NTP) is issued. REQUIREMENTS: All offerors shall be registered in the System for Award Management (SAM): https://sam.gov/content/home. Veteran-Owned Small Businesses (VOSBs) and Small Disadvantaged Veteran-Owned Small Businesses (DVOSBs) shall be verified by the SBA Veteran Small Business Certification (VetCert): https://veterans.certify.sba.gov/. A bid bond is required, and the bid guarantee amount shall be at least twenty percent (20%) of the bid price but shall not exceed three million ($3M).
