- National Park Service (NPS) - National Interagency Fire Center (NIFC) - Geographical Information System (GIS) Services - Single Award ID/IQ that allows for Time and Materials and/or Labor Hour TO's. As required per FAR 5.301 this a 8(a) Sole Source Award Announcement Only, as a pre-solicitation synopsis is not required per FAR 5.202 (a)(4) as this was a 100 8(a) Sole Source Set-Aside. Purpose: The NPS Wildland Fire Program has a requirement for a single contractor to provide Geographic Information System (GIS) services to assist in planning, budgeting, and emergency response decisions to wildland fire related activities at NIFC or any NPS designated location requiring GIS Services. The contractor must have experience in wildland fire, which may include but is not limited experience with fire history, fuels treatment, facility wildfire hazard rating, structural assessments, risk assessments, etc. A few key responsibilities of this program involve: management and implementation of NPS and interagency geospatial projects, databases, analysis, workflows, standards, training, development, and incident response. Addressing these workload drivers is critical to support to parks, programs, and interagency partners with geospatial technology. Interagency partnership consists of federal agencies which include the Department of the Interior�s Bureau of Land Management (BLM), U.S. Fish and Wildlife Service (FWS) and the Bureau of Indian Affairs (BIA), and the U.S. Department of Agriculture�s Forest Service. The partnerships also include other federal agencies including the U.S. Fire Administration, the National Weather Service, and the Department of Defense. Non-Federal partners include National Association of State Foresters. Due to the nature of the requirement where the Government cannot clearly predetermine all the work that may be required, the Government has determined that a single Indefinite Delivery/Indefinite Quantity (ID/IQ) contract will be awarded from this solicitation. The ID/IQ contract will include one (1) five-year ordering period, which may be reduced if the maximum aggregate value of the base ID/IQ is reached first. Location: Will be primarily supporting the National Park Service � Washington Contracting Office at the National Interagency Fire Center (NIFC) in Boise, ID; however, the services may be provided at any NPS location as determined at Task Order Level. The contractor may be allowed to work remotely as needed to support these services as determined at the Task Order Level. All contract employees must be capable of obtaining the security clearances outlined in Section D.9 � Security Requirements and in Section C above under SECURITY REQUIREMENTS: FACILITY ACCESS and INFORMATION TECHNOLOGY (August 2016)
